JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH MAY 9, 2022
The second Public Hearing for the 2022-2023 fiscal year budget was held May 9, 2022 at 7:30 PM in
Council Chambers. Present: Mayor Nystrom (via phone), President Pro Tem DeLucia, Alderman
Neuendorf, Gould, Burto (arrived 7:37 pm) and Wilson. City Manager Salomone and Corporation
Counsel Michael Driscoll were also in attendance.
Please be advised that meetings of the Norwich City Council can be viewed in their
entirety on the City of Norwich website “norwichct.org”.
President Pro Tem DeLucia opened the Public Hearing.
Brian Kobylarz, 16 Hobart Ave, stated that the Governor approved the State budget. He asked that
there are budget workshops in future years and stated it is hard to express an opinion with only three
minutes on both the budget and APR funding.
Julie Cagle, 40 Woodrow Ave, member of the Recreation Advisory Board, stated what a wonderful
asset the City has in the Recreation department and that they are faced with one or more obstacles
including staffing and the maintenance crew placement and asked the Council to restore their
funding.
John Blackburn, 15 Alice St asked for the mill rate to be reduced and taxes lowered.
Mayor Nystrom closed the Public Hearing at 7:45 pm
