JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH June 2 2025 The regular meeting of the Council of the City of Norwich was held June 2, 2025 at 7:30 PM in Council Chambers. Present: Mayor Nystrom, President Pro Tem DeLucia, Ald. Singh, Ald. Gould, Ald. Bettencourt, Ald. Hayes and Ald. Nash. City Manager John Salomone, Corporation Counsel Michael Driscoll were also in attendance. Mayor Nystrom presided. Please be advised that meetings of the Norwich City Council can be viewed in their entirety on the City of Norwich website “norwichct.org”. Ald. Nash, read the opening prayer and Ald. Hayes, led the members in the Pledge of Allegiance. Upon a motion of Ald. Nash , seconded by Ald. Gould on a roll call vote it was unanimously voted to suspend the rules. Upon a motion of Ald. Gould, seconded by Ald. Nash, on a roll call vote it was unanimously voted to read into the record and incorporate into the minutes the following Proclamation in honor of Juneteenth. PROCLAMATION WHEREAS, Juneteenth is the oldest nationally celebrated commemoration of the ending of slavery in the United States; and WHEREAS, in 1865, it was on June 19th that the Union soldiers, led by Major General Gordon Granger, landed at Galveston, Texas with news that the war had ended and that the enslaved were now free; and WHEREAS, this was two and a half years after President Lincoln signed the Emancipation Proclamation which had become official on January 1, 1863; and WHEREAS, Senate Bill No. 305 was passed by the house and senate of Connecticut and signed into law by the governor, declaring the nineteenth day of June to be Juneteenth Independence Day, a legal holiday in the state; and WHEREAS, Lt. Daniel Jenkins II, the first black police officer in Norwich, held the first Juneteenth celebration in Connecticut in 1989 here in the Rose City, educating all to the significance of Juneteenth with a celebration; and WHEREAS, Lt. Dan Jenkins II with help from the NAACP and the City of Norwich, the following year and they have hosted the celebration until they received help from Global City Norwich a few years ago: and WHEREAS, the Rose City is proud of their history of celebrating Juneteenth and being the first city or town in Connecticut to do so and welcomes the continued celebration of Juneteenth and all it stands for. NOW THEREFORE, I, MAYOR PETER ALBERT NYSTROM AND NORWICH CITY COUNCIL PRESIDENT PRO TEM, JOSEPH A. City Managers Report To: Mayor Nystrom and members of the City Council From: John Salomone, City Manager Subject: City Manager’s Report Date: June 2, 2025 Meetings and Professional Engagements During this reporting period, I attended the following meetings and professional engagements in support of ongoing City initiatives and regional collaboration: • Continued collective bargaining negotiations with representatives of the 911 Emergency Dispatch personnel and City Hall staff • Weekly coordination meetings with the Norwich Community Development Corporation (NCDC) • Stakeholder discussions concerning the Community Investment Fund (CIF) • Regular City Coordination meeting with Norwich Public Utilities (NPU) • Executive Committee meeting of the Southeastern Connecticut Council of Governments (SECOG) • Badge pinning ceremony for newly appointed firefighter Additionally, I attended the Swearing-In Ceremony for retired Police Captain John Perry. We extend our sincere congratulations to Captain Perry and wish him continued success in his new role as Deputy Chief with the New London Police Department. Public Works Update The Department of Public Works has made significant progress on several initiatives: • Rose Garden: Preparatory work for the seasonal bloom has been completed. All rose plants have been pruned, mulch beds have been properly edged, and fresh mulch has been applied throughout the garden. • Cemeteries: Grounds maintenance, including mowing, was completed in advance of Memorial Day. Additionally, logistical support for the Memorial Day Parade was successfully provided, with all setup and post-event cleanup completed in a timely manner. • South Thames Street Drainage Improvements: Substantial progress has been made in addressing long-standing drainage concerns in this area. The improvements are nearing completion and will facilitate the forthcoming roadway paving project. • Line Painting: Roadway line painting has been completed across the City to enhance roadway safety and compliance with traffic standards. 4 JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH June 2 2025 • The City’s annual Household Hazardous Waste Collection event will be held on Saturday, June 14th, from 9:00 a.m. to 1:00 p.m. at the Public Works Facility, located at 50 Clinton Avenue. Residents are strongly encouraged to utilize this opportunity to safely dispose of hazardous materials. Human Services and Youth Programming The Department of Human Services reports the following updates for this year’s summer programming: • Summer Day Camp: Registration is open with an average weekly enrollment of approximately 80 participants. • Kindercamp: Registration currently stands at 15 participants (with a program capacity of 30). Historically, this program typically experiences a surge in late registrations as the season progresses. Elementary School Construction Updates As part of the City’s commitment to transparency and community engagement, Downes Construction Company conducted two recent “Good Neighbor” informational meetings in May for the Stanton and Greeneville Schools. Both sessions were well-attended, with approximately 15 residents present at each meeting. Presentations covered key topics including project overview, construction timeline, anticipated work schedules, site safety protocols, delivery logistics, and potential impacts on local traffic. At the Greeneville School presentation, an industrial seismologist provided a comprehensive overview of the blasting analysis prepared for the project. The session also addressed community questions and outlined what residents may expect during blasting operations. Police Department The public tour of the existing Norwich Police Department facility, originally scheduled for May 29th, has been rescheduled for June 4th at 6:00 pm, at 70 Thames Street. The tour will provide members of the public with an opportunity to view the current facility, assess its limitations, and better understand the City’s proposal to construct a new modern police facility at the former Chelsea Groton Bank building site. Upon a motion of Ald. Singh, seconded by Ald. Gould, the following old business resolution introduced by City Manager Salomone was put on the floor. Upon a motion of Pres. Pro Tem DeLucia, seconded by Ald. Mayor Nystrom called for citizen comments on new business resolutions. Kevin Brown, 66 Franklin St., NCDC, spoke in support of resolution #7 and gave a brief overview of what this money will do in the project area. Janis Sawicki, 39 Andrea Ln., spoke in reference to resolution #2 stating that Talman Street should be resurfaced before this transaction is done. The condition of this road is deplorable. She feels that by resurfacing the road it will help bring in more revenue for the city. There being no further speakers, Mayor Nystrom declared citizen comment closed. Upon a motion of Ald. Gould, seconded by Ald. Hayes, on a roll call vote it was unanimously voted to adopt the following resolution introduced by Mayor Nystrom, Pres. Pro Tem DeLucia and Ald. Gould. Relative to authorizing the City Manager to enter into a real estate listing agreement for 12 Rogers Avenue. WHEREAS, the City of Norwich became the owner of property located at 12 Rogers Avenue (Map 118, Block 3, Lot 9) in 2024 by Certificate of Foreclosure recorded in volume 3491, page 178 of the Norwich Land Records; and WHEREAS, said property is a single-family home on approximately 0.21 acres located in a Multi- Family zone; and WHEREAS, at its May 19, 2025 meeting, the Public Works & Capital Improvements Committee recommended to the Council of the City of Norwich to attempt to dispose of this property by a negotiated sale using the services of a real estate agent; and WHEREAS, Signature Properties of New England was selected by the City of Norwich to serve as the real estate agent through RFP 20-27. NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORWICH, that City Manager John Salomone be and hereby is authorized and directed on behalf of the City of 7 JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH June 2 2025 Norwich to enter into an individual real estate listing agreement satisfactory to him with Signature Properties of New England offering to sell the property at 12 Rogers Avenue at a proposed sale price recommended by Signature Properties of New England; and BE IT FURTHER RESOLVED BY THE COUNCIL OF THE CITY OF NORWICH, that, upon receipt of a Purchase and Sales Agreement from a prospective purchaser containing the proposed sales price recommended by Signature Properties of New England and containing such terms and conditions as are satisfactory to City Manager John Salomone, then, City Manager John Salomone shall be and hereby is authorized and directed to notify the Council of the City of Norwich of the proposed Purchase and Sales Agreement, which the Council may then approve by a resolution authorizing City Manager John Salomone to enter into a Purchase and Sales Agreement as presented for the subject property on behalf of the City of Norwich and, upon timely tender of the purchase price subject to standard adjustments, to execute and deliver a deed of conveyance for said property and to execute, receive and deliver such other documents as are necessary to complete the transfer of title in keeping with the terms and conditions of the Purchase and Sales Agreement. WHEREAS, the City of Norwich became the owner of property located at 125 Talman Street (Map 110, Block 3, Lot 20) in 2024 by Certificate of Foreclosure recorded in volume 3500, page 89 of the Norwich Land Records; and WHEREAS, said property is an undeveloped and unimproved parcel of approximately 0.62 acres located in a Multi-Family zone; and WHEREAS, at its May 21, 2024 meeting, the Public Works & Capital Improvements Committee recommended to the Council of the City of Norwich to attempt to dispose of this property by a negotiated sale using the services of a real estate agent; and WHEREAS, Signature Properties of New England was selected by the City of Norwich to serve as the real estate agent through RFP 20-27. WHEREAS, the City of Norwich became the owner of property located at 29 Division Street (Map 93, Block 7, Lot 38) in 2024 by Certificate of Foreclosure recorded in volume 3500, page 91 of the Norwich Land Records; and WHEREAS, said property is a two-family home on approximately 0.13 acres in a Multi-Family zone; and WHEREAS, at its May 21, 2024 meeting, the Public Works & Capital Improvements Committee recommended to the Council of the City of Norwich to attempt to dispose of this property by a negotiated sale using the services of a real estate agent; and WHEREAS, Signature Properties of New England was selected by the City of Norwich to serve as the real estate agent through RFP 20-27. Relative to authorizing the Tax Collector to auction 28 Cedar Street to abutting property owners. 9 JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH June 2 2025 WHEREAS, the City of Norwich became the owner of property located at 28 Cedar Street (Map 102, Block 1, Lot 14) in 2019 by Quit Claim recorded in volume 3107, page 17 of the Norwich Land Records; and WHEREAS, said property is an undeveloped and unimproved parcel of approximately 0.08 acres located in a Multi-Family zone; and WHEREAS, at its May 19, 2025 meeting, the Public Works & Capital Improvements Committee recommended to the Council of the City of Norwich to attempt to dispose of this property by auctioning it to abutting property owners. NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORWICH, that the Tax Collector of the City of Norwich be and hereby is authorized and directed to sell the property at 28 Cedar Street, being limited to receiving bids from the owners or agents of those properties immediately abutting 28 Cedar Street, subject to the requirements established for such sales, the auction to take place in such manner and under such terms and at a time and place to be set by the Tax Collector, including the acceptance of bids by mail to the Tax Collector by a specified date. It shall be a specific requirement as a term of the auction that any successful bidder must agree to combine the property with that of the bidder’s existing abutting property, and do so within 90 days of the date of auction. Upon a motion of Ald. Nash, seconded by Ald. Singh, on a roll call vote it was unanimously voted to adopt the following resolution introduced by City Manager Salomone. Relative to the approval of the NAGE/Public Works Employees collective bargaining unit agreement and the related budget changes to fiscal year 2025-26. RESOLVED, that the Collective Bargaining Agreement between the City of Norwich and National Association of Government Employees (NAGE)/ Public Works Employees, covering the period between July 1, 2025 through June 30, 2028, be, and the same hereby is, approved in accordance with the provisions of Connecticut General Statutes, Section 4-474; and further, that the City Manager, John L. Salomone, be, and hereby is, authorized and directed to execute the same in the name of the City. RESOLVED, that the budget for Fiscal Year 2025-26, as tentatively adopted on May 5, 2025, be amended by the adjustments related to the settlement of the NAGE collective bargaining unit agreement as listed herein. WHEREAS, Damm Creative, LLC has requested permission to hold various events in connection with a Rose Arts Festival to be held at Chelsea Parade on June 28, 2025, the event starting with a Children's Fun Run at 8:00 am and continuing with music and other entertainments through approximately 9:00 pm; and WHEREAS, Damm Creative, LLC proposes to sell and serve beer and wine at Chelsea Parade during the Festival with this service to be provided by Harp and Dragon, LLC holding an off-premises vendor liquor permit. NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORWICH, that Damm Creative, LLC be and hereby is permitted to use Chelsea Parade to provide the listed and other events to be held in connection with the Festival on June 28, 2025 at Chelsea Parade; and BE IT FURTHER RESOLVED BY THE COUNCIL OF THE CITY OF NORWICH, that, pursuant to section 13.14.2 of the Norwich Code of Ordinances, City Manager John L. Salomone be and hereby is authorized and directed to grant Damm Creative, LLC and Harp and Dragon, LLC permission to sell beer and wine at the Festival during the events to be held on June 28, 2025 at Chelsea Parade, subject to required adequate insurance coverage by that said sales are conducted by a vendor holding an appropriate liquor license and permit for said sales; that such sales be limited to the hours when such sales are permitted pursuant to the Connecticut General Statutes and the applicable regulations of the State Liquor Commission, and be made no later than 8:00 pm on June 28, 2025; that identification will be mandatory for each person purchasing beer and/or wine at the event; and that insurance coverage satisfactory to the city manager has been obtained and maintained by both Damm Creative, LLC and the vendor selling beer and wine pursuance to an appropriate liquor license and permit. MUNICIPAL RESOLUTION IN SUPPORT OF FILING AN APPLICATION TO THE DEPARTMENT OF ECONOMIC AND COMMUNITY DEVELOPMENT FOR THE HISTORIC LOWER BROADWAY REVITALIZATION PROJECT WHEREAS, pursuant to Section 32-285a of the Connecticut General Statutes, the State of 11 JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH June 2 2025 Connecticut Department of Economic and Community Development is authorized to extend financial assistance for economic development projects under the “Community Investment Fund”; and WHEREAS, the Community Investment Fund provides a unique opportunity for Public Investment Communities and alliance Districts throughout the State of Connecticut to further projects that promote economic or community development and enable consistent and fair treatment of all, especially underserved individuals; and WHEREAS, it is desirable and in the public interest for the City of Norwich to pursue the Historic Lower Broadway Revitalization Project; and WHEREAS, Historic Lower Broadway in the City of Norwich has remains a source of cultural, historical and economic significance with unlocked economic and community development potential; and WHEREAS, the Project has received private investment from TT Investments and Trinicap Properties in the total amount of $3,011,500; and WHEREAS, the Project has received $760,000 in grants thru the American Rescue Plan, Urban Act Grant program, the Norwich Downtown Bond Program, and including $10,000 from the Project budget; and WHEREAS with an overall budget of approximately $11,000,000, the budget has been reduced by the foregoing private investment and federal and state grants; and WHEREAS, the Department of Economic and Community Development is authorized to provide financial assistance to the City of Norwich in the amount of $8,082,033 upon application of the City of Norwich in order to undertake the Historic Lower Broadway Revitalization Project; and WHEREAS, pursuant to the City of Norwich’s Code of Ordinances, the legislative power and authority of the City of Norwich is vested in the Council which consists of the mayor and six (6) council members with the city manager serving as the chief executive officer of the City of Norwich. NOW, THEREFORE, BE IT RESOVLED BY THE CITY COUNCIL OF THE CITY OF NORWICH, that that the City of Norwich make application for financial assistance to be provided by the State of Connecticut’s Community Investment Fund for no greater than $8,082,033 (Eight Million Eighty-Two Thousand Thirty-Three Dollars) in order to undertake the Historic Lower Broadway Revitalization Project; and that the City Manager, John L. Salomone be and is authorized to execute an Assistance Agreement with the Department of Economic and Community Development and such other documents as are required to receive said financial assistance. Gould, on a roll call vote it was unanimously voted to adopt the following resolution introduced by Mayor Nystrom, Pres. Pro Tem DeLucia and Ald. Gould. Municipal Resolution in Support of the Community Investment Fund 2030 Grant Application for the Norwich Fontaine Field Improvement & Senior Center Access Project WHEREAS, Section 112 of Public Act 21-111, as amended, authorizes the State Bond Commission to issue bonds in the amount of one hundred and seventy-five million dollars ($175M) per year for each fiscal year ending June 30, 2023 through 2027, for the purpose of funding the Community Investment Fund (“CIF”) for distribution of discretionary grants to eligible Public Investment Communities and Alliance Districts; and WHEREAS, $175,000,000 is available each fiscal year of the CIF 2030 program for distribution to projects in eligible municipalities; and WHEREAS, CIF 2030 provides an opportunity, if awarded, for the City of Norwich to make improvements to the multi-use Fontaine Field & Track and create ADA- compliant access to Fontaine Field from the Rose City Senior Center, to promote community development; and WHEREAS, the City of Norwich developed a Master Parks Plan in 2023 and it highlights Fontaine Field as a Priority Phase; and WHEREAS, the City of Norwich was awarded $4,899,600 for improving the outdoor patio and programming space at the Rose City Senior Center adjacent to Fontaine Field; and WHEREAS, pursuant to the City of Norwich’s Code of Ordinances, the legislative power and authority of the City of Norwich is vested in the Council which consists of the mayor and six (6) council members with the city manager serving as the chief executive officer of the City of Norwich NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF NORWICH, that it hereby accepts on behalf of the City of Norwich the Round #6 CIF Grant Award in the amount of $4,899,600 from the Department of Economic and Community Development's Office of Community Development, and that the City Manager be, and hereby is authorized and directed to execute and deliver any and all documents necessary to accept the Round #6 CIF Grant Award in amount of $4,899,600 and to do and perform all acts and things which he deems to be necessary or appropriate to carry out the terms of such documents, including, but not limited to, executing and delivering all agreements and documents required from the Department of Economic and Community Development's Office of Community Development. Upon a motion of Ald. Gould, seconded by Ald. Hayes, on a roll call vote it was unanimously voted, pursuant to Connecticut General Statutes § 1-200 (6), that the members of the Norwich City Council go into Executive Session for the purpose of discussing strategies and negotiations with respect to collective bargaining. The following shall be asked to participate during all portions of this Executive Session at the request of the City Council: City Manager John Salomone. Further moved, pursuant to Connecticut General Statutes § 1-200 and 1-210, that the members of the Norwich City Council continue Executive Session for the purpose of discussing the acquisition or disposition of real estate or interests in real estate when publicity regarding the proposed acquisition or disposition would cause a likelihood of an increased price to acquire and a diminished price to dispose of the property, to consider an action to enforce or implement a legal right, and to review feasibility evaluations and reports made for the City of Norwich regarding such property, and to review commercial fand financial information given the city in confidence not required to be disclosed by law. City Manager John Salomone, Comptroller Joshua Pothier, Director of Planning and Neighborhood Services Deanna Rhodes and Corporation Counsel Michael Driscoll, shall be asked to participate during all or portions of this Executive Session at the request of the City Council. The Council was in Executive Session from 8:16 pm to 9:28 pm. Upon motion of Ald. Nash, seconded by Ald. Hayes, the Council returned to regular session at which time Mayor Nystrom, stated no votes were taken. Upon a motion of Ald. Gould, seconded by Ald.
