JOURNAL OF THE COUNCIL OF THE CITY OF NORWICH July 7, 2025
The regular meeting of the Council of the City of Norwich was held July 7, 2025 at 7:30 PM in Council
Chambers. Present: Mayor Nystrom, President Pro Tem DeLucia, Ald. Singh, Ald. Gould, Ald.
Bettencourt, Ald. Hayes and Ald. Nash. City Manager John Salomone, Corporation Counsel Michael
Driscoll were also in attendance. Mayor Nystrom presided.

Ald. Nash, read the opening prayer and Ald. Hayes, led the members in the Pledge of Allegiance.
Mayor Nystrom called for a moment of silence for the Texas flood disaster.
Upon a motion of Ald. Singh seconded by Ald. Gould, on a roll call vote it was unanimously voted to
accept the following petition and communication.

In connection with the discussion of the Program Year 51 Annual Action Plan, we would like to inform
the public that the Office of Community Development, acting in cooperation with the
Community Development Advisory Committee, plans to hold a Public Hearing at 5:30 pm on
Wednesday, July 16 at the Lower-Level Conference Room, 23 Union Street, Norwich,
CT, for the purposes of gaining public comment and input into the City Community Development
Block Grant (CDBG) Draft Five-Year Consolidated Plan, or which the PY51 Annual Action Plan
discussed this evening is a part. The Draft 2-25-2029 Plan will be published and available for review
on July 15, after which there will be a 30-day public comment period. All members of the public are
invited to attend the hearing. Comments may be made in person, and written comments may be
addressed to:

Mayor Nystrom called for the following public hearing on Community Development Block
Grant for allocation recommendations for PY 2025.
There were no speakers.
Mayor Nystrom declared the public hearing closed.
Upon a motion of Ald. Gould, seconded by Ald. Hayes, on a roll call vote it was unanimously voted to
accept the minutes of June 2, June 9, Adoption of the Budget, and June 16, 2025.

During the reporting period, I participated in the following meetings and activities on behalf of the

• Board of Directors, Connecticut Interlocal Risk Management Agency (CIRMA)
• Weekly and executive sessions with the Norwich Community Development Corporation
(NCDC)
• Stakeholder discussions related to the Community Investment Fund (CIF)
• Norwich Waterfront Stakeholder Coordination meetings
Tax Collection Update
The first installment of real estate, personal property, and motor vehicle taxes is currently due. Tax
payments may be submitted online at www.norwichct.org, by mail, in person at City Hall or at the 2
Norwich M&T Bank branches (cash or check accepted; M&T Bank account not required). Payments
made or postmarked after August 1, 2025, will be subject to statutory late fees. Taxpayers are
encouraged to consider paperless billing enrollment via www.invoicecloud.com/NorwichCTGOV
for added convenience.
Public Works
As part of a department wide effort, Public Works Engineering assisted in the design and construction
of the concrete base for the Promised Day sculpture in the Franklin Square Roundabout that was
transported by Fleet Maintenance and installed by Streets & Parks and Maintenance crews.

The Bliss Place Drainage infrastructure improvement initiative is scheduled to commence this week
and will continue over the next several weeks.
Human Services and Senior Programming
July marks the annual membership renewal period at the Rose City Senior Center.
o Norwich residents: $25 per year & Non-residents: $40 per year
A variety of summer mini-trips and programming are planned. Residents are encouraged to contact
the Senior Center for further details at 860-889-5960.
• Renters’ Rebate Program:
The Adult & Family Services Division continues to process applications. Assistance is available
at City Hall.
Community Events and Engagement
The Summer Concert series starts July 9th with Rock the Docks at Brown Park and Friday Night
Acoustics at the Norwichtown Green on July 11th. Concerts will be from 6 pm to 8 pm. Thank you to
the Greater Norwich Area Chamber of Commerce and sponsors.
The Norwich Farmers Market starts Wednesday, July 9th and will run until October 29th at Brown
Park from 10 am to 2 pm.
Norwich Waterfront Improvement Project – Community Workshop will take place on Friday, July 11,
from 5:30 PM to 7:30 PM, at the Marina at American Wharf. Residents are also encouraged to
provide input via the project survey at Envision Norwich 360 by July 11th.
Upon a motion of Ald. Gould, seconded by Ald. Hayes, on a roll call vote it was unanimously voted to
adopt the following amended old business resolution introduced by Mayor Nystrom, Pres Pro Tem
DeLucia and Ald. Gould.
WHEREAS, the City of Norwich is an entitlement community receiving U.S. Department of Housing
and Urban Development (HUD) Community Development Block Grant (CDBG) dollars of $838,095;
$29,421.47 anticipated return of loan (administration) for program year 2025; and
WHEREAS, the Community Development Advisory Committee (CDAC) has held public meetings
and voted on their recommendations for CDBG allocations in the months of March and May; and
WHEREAS, the allocation process is subject to a 30-day comment period prior to being placed into
effect and the Council of the City of Norwich must hold a public hearing regarding the
recommendations prior to the final vote on the allocation.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORWICH
that the Council shall allocate the Community Development Block Grant recommendations for PY
2025.

Mayor Nystrom called for citizen comments on new business resolutions.
David Addis, 109 Whittington Ave. questioned who is benefiting from these resolutions?
There being no further speakers, Mayor Nystrom declared citizen comment closed.
Upon a motion of Ald. Singh, seconded by Ald. Gould on a roll call vote it was unanimously voted to
adopt the following resolution introduced by City Manager Salomone.
WHEREAS, the City Manager John L. Salomone, has reappointed with Council approval as a
regular member of the Inland Wetlands, Water Courses and Conservation Commission for a term
to expire on June 15, 2027 or until a successor is appointed:

NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Norwich hereby
acknowledges the appointments of the above named to the Inland Wetlands, Water Courses and
Conservation Commission.
Upon a motion of Ald. Gould, seconded by Ald. Singh, on a roll call vote it was unanimously voted to
postpone to July 21, 2025 the following resolution introduced by Mayor Nystrom, Ald. Gould, and
Ald. Singh.
WHEREAS, Norwich Community Development Corporation (NCDC) is the developer of a certain
subdivision of land approved by the Commission of the City Plan of the City of Norwich, said
subdivision being known as the Occum Industrial Center (“OIC”), and shown on a subdivision plan
entitled: “Proposed 12 Lot Subdivision for Norwich Community Development Corporation, Bohler
Engineering, Revision 08/14/24”; and
WHEREAS, the subdivision contemplates the discontinuance of a portion of Lawler Lane, a public
highway within the limits of the City of Norwich; and
WHEREAS, pursuant to Connecticut General Statutes §13a-49, the council of the City of Norwich
discontinued a portion of Lawler Lane from the Northwest corner of 185 Lawler Lane to the Southeast
corner of 256 Lawler Lane, the Notice of Discontinuance being recorded in Volume 3538 Page 211 of
the Norwich Land Records; and
WHEREAS, a description of the discontinued portion of Lawler Lane being bounded and described on
the attached Schedule A (“Discontinued Portion”); and
WHEREAS, NCDC is the owner of the land on the west side and east side of the Discontinued Portion
of the Lawler Lane, and as a result of the discontinuance of Lawler Lane by the City of Norwich, NCDC
is the owner of the Discontinued Portion of Lawler Lane; and
WHEREAS, NCDC plans to incorporate the Discontinued Portion as part of development of the
Occum Industrial Center; and
WHEREAS, until NCDC commences construction of the infrastructure for the Occum Industrial
Center, it wishes to grant to the City an easement over the Discontinued Portion for use by the City as
a public right of way providing the use of Lawler Lane similar to its use prior to the discontinuance of
Lawler Lane; and
WHEREAS, the Council of the City of Norwich finds it to be in the best interest of the City of Norwich
to accept the easement over the Discontinued Portion for use by the City as a public right of way.
NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORWICH that City
Manager John Salomone, on behalf of the City of Norwich is authorized and directed to enter into,
accept, receive and cause to be recorded on the land records a Right of Way as described herein
acceptable to him and the Corporation Counsel.

Upon a motion of Ald. Gould, seconded by Ald. Hayes, on a roll call vote it was unanimously voted,
pursuant to Connecticut General Statutes § 1-200 (6), that the members of the Norwich City Council
go into Executive Session for the purpose of discussing the acquisition or disposition of real estate or
interests in real estate when publicity regarding the sites and the acquisition or disposition in the
same would adversely impact the price of the same, to review preliminary drafts of proposals
pertaining to the use of the properties, and to review commercial or financial information given in
confidence not required by statute, the Council having determined that the public interest in holding
such discussions in Executive Session clearly outweighs the public interest in disclosure at this time.
City Manager John Salomone, Comptroller Joshua Pothier, Executive Director Kevin Brown of
Norwich Community Development Corporation and Corporation Counsel Michael Driscoll shall be
asked to participate during all or portion of this Executive Session at the request of the City Council.

The Council was in Executive Session from 7:45pm to 9:05pm.
Upon motion of Ald. Gould, seconded by Ald. Bettencourt, the Council returned to regular session at
which time Mayor Nystrom, stated no votes were taken.
Upon a motion of Ald. Gould, seconded by Ald. Nash, on a roll call vote it was unanimously voted to
adjourn at 9:06 pm.

NORWICH that City Manager John Salomone, on behalf of the City of Norwich is
authorized and directed to enter into, accept, receive and cause to be recorded on the
land records a Right of Way as described herein acceptable to him and the Corporation
Counsel.
