Commission for Persons with Disabilities Regular Meeting Minutes September 7th, 2017 6:00 PM Present: Chair Michael Menders, Lottie Scott, Kevin Harkins, Cynthia Litton, and Elanah Sherman Absent: George Chaput, Janelle Daly, and Jane O’Friel Others Present: None Call to Order: Chair Michael Menders called the meeting to order at 6:04 PM. Determination of Quorum: It was determined a quorum was present (5/8). Approval of Minutes: On a motion by Elanah, seconded by Cynthia, the minutes from the August 3rd, 2017 Commission for Persons with Disabilities (CPD) meeting were approved as presented. Citizen Comments: None Old Business: Sidewalk condition observations to report to Department of Public Works (DPW): None. Status of Effective Communication Plan Development: The Commission for Persons with Disabilities reviewed and approved the Effective Communication Plan. On a motion by Kevin, seconded by Lottie, the Effective Communication Plan was approved as presented unanimously. The plan will now be forwarded to the corporation council and the city manager who will review and approve the final draft. Pedestrian Friendly Community Discussion: The Committee has struggled to help Norwich become Pedestrian friendly because they were unable to create a subcommittee. But Michael will attempt to attend a city council meeting to ask that the topic be put on the Public Safety Committee’s Agenda. The Commission must contact the Public Safety Committee to move their plan forward into creation. Michael shared that the city of New London has more signs promoting pedestrian’s safety than Norwich. New Business: Discuss Options for November Guest Speaker: Cynthia will contact Victoria Daniels, the Program Administrator of Recreation, about attending the Thursday November 2nd commission meeting as a guest speaker. Discuss Disabled Persons Issues: Lottie is concerned that the plaza does not have reserved seating for those with mobility issues. Elanah suggested that Lottie put signs that have the symbol for disabled on each seat. She also said that any groups or organizations renting or leasing from the city must comply with the appropriate title of the ADA. Adjournment: On a motion from Lottie, seconded by Kevin, the meeting adjourned at 7:10 PM. The next meeting will be at 6 PM on Thursday, October 5th, 2017 at Norwich City Hall in Room 319.
