Commission for Persons with Disabilities Regular Meeting Minutes April 5, 2018 6:00 PM • Present: Chair Elanah Sherman, Kevin Harkins, Laurie Ann Messore, Lottie Scott • Absent: Cynthia Litton, Jane O’Friel • Others present: None • Call to Order: Chair Elanah Sherman called the meeting to order at 6:05 PM. • Determination of Quorum: It was determined that a quorum was present (4/6). • Approval of Minutes: N/A • Citizen Comments: None • Communications: None • Old Business 1) City Structural Conditions: Members discussed the misuse of handicapped parking spaces and permits, as well as speeding through the intersection of Church and Union Streets. 2) Effective Communication Guidelines. Elanah announced that the Guidelines were accepted and the City Manager has approved publicity. Elanah will meet with the Mayor to prepare him for a possible article. 3) Commission Vacancies: The Commission welcomed a new member, Laurie Ann Messore. With Janelle’s resignation, we have three openings to fill. 4) Disability Awareness Week. Members continued last month’s discussion. Ideas included the showing of movies and the integration of ADA-related issues. There will be a need to collaborate with other organizations/entities in addition to Otis and the City, like Second Step Players and ARC. A concert may be a good finale. Signs and banners at key locations would be advisable. • New Business 1) June Guest Speaker. Elanah will try to schedule the Mayor; if he is not available, she will call Ryan Thompson. 2) Development of 2018 Initiatives. The two initiatives will be the securing of new Commission members and Disability Awareness Week. • Adjournment: Lottie made a motion to adjourn, seconded by Kevin. The meeting adjourned at 7:06 PM. The next meeting will be on Thursday, May 3, 2018 at 6:00 PM at Norwich City Hall in Room 319.
