COMMISSION ON THE CITY PLAN
Tuesday, July 20, 2010 - 7:00 P.M.

REGULAR MEETING
AGENDA ITEMS A, B & C – CALL TO ORDER, ROLL CALL, DETERMINATION OF
QUORUM:
Arthur Sharron called the meeting to order at 7:08 p.m.
Commission Members Present: Arthur Sharron, P. Michael Lahan, John Mathieu and
Les King.
Absent: Ralph Page, Jeremy Booty, and Frank Manfredi
Also Present: Michael Schaefer, City Planner and Jacquie Barbarossa, Recording
Secretary
A quorum was present.
D. APPROVAL OF MEETING MINUTES:
Upon motion by Les King and seconded by Michael Lahan, the Commission voted
unanimously to APPROVE the minutes of the 06/15/2010 Regular meeting.
E. COMMUNICATIONS:
Michael Schaefer stated he had been at Norwich Woods in regards to erosion sediment
control and things were now under control.
F. PUBLIC HEARINGS:
1. SP#10-02 – 268-272 Franklin Street – CONTINUED from 6/15/10
Application of Stephen Stefano under Sec. 9.4.1 (A) (2) (a) MF residential
in Chelsea Central. Site is located in CC zoning district and owned by
Anthony Heft & Roseanna Heft.
Mr. Schaefer stated he had a conversation with Mr. Heft requesting more time to
pursue the property easements and required documentation. He recommended
to close the hearing and deny without prejudice.
No members of the public spoke in favor or opposition to the project. John
Mathieu made a motion to close the hearing, seconded by Art Sharron,
unanimous – HEARING CLOSED
2. SP#10-04 – 112 Taftville-Occum Rd – CONTINUED from 6/15/10

Application of Jeffrey Desrosier under Sec.14.6.2(a) living space
addition in floodplain. Site is in Multi-family zone and owned by the
applicant.
Mr. Schaefer stated that the applicant had supplied everything for the Record
that staff needed and that the IWWCC had recommended in favor of waiving
the flood impact study at its July 1, 2010 meeting and recommended approval.
No members of the public spoke in favor or opposition to the project. Michael
Lahan made a motion to close the hearing, seconded by John Mathieu,
unanimous – HEARING CLOSED
3. SP#10-05 – 555 Norwich Ave . – CONTINUED from 6/15/10
Application of HRP Associates, Inc. under Sec. 14.6. Excavation and
filling in the Flood Plain. Site is located in Industrial zone and is owned
by 555 South Mill LLC.
Michael Schaefer stated that the hearing had been continued due to the need for
approval of waiver of flood impact study from the IWWCC for filling in the Flood Plain.
He stated the IWWCC gave a positive recommendation at the July 1, 2010 meeting and
recommended the hearing be closed.
No members of the public spoke in favor or opposition to the project. Michael Lahan
made a motion to close the hearing, seconded by John Mathieu, unanimous – HEARING
CLOSED
G. OLD BUSINESS:
1. SP#10-02 – 268-272 Franklin Street – Application of Stephen Stefano
under Sec. 9.4.1 (A) (2) (a) MF residential in Chelsea Central. Site is
located in CC zoning district and owned by Anthony Heft & Roseanna
Heft. Includes waiver of site plan review under Sec. 17.1.11 (waiver
approved at April 20, 2010 meeting).
John Mathieu made a motion to deny without prejudice, seconded by Art
Sharron, Michael Lahan recused himself from voting. DENIED WITHOUT
PREJUDICE
2. SP#10-04 – 112 Taftville-Occum Rd – CONTINUED from 6/15/10
Application of Jeffrey Desrosier under Sec.14.6.2(a) living space
addition in floodplain. Site is in Multi-family zone and owned by the
applicant. Includes waiver of site plan review under Sec. 17.1.11 (waiver
approved at June 15, 2010 meeting).
Michael Schaefer recommended approving with the applicants consultants
recommendations to be included in the final plans. Motion by John Mathieu to
approve subject to consultants recommendations and Waiver of Flood Impact
Study, seconded by Les King, unanimously APPROVED

Application of HRP Associates, Inc. under Sec. 14.6. Excavation and
filling in the Flood Plain. Site is located in Industrial zone and is owned
by 555 South Mill LLC.
Motion by Michael Lahan to approve with Waiver of Flood Impact Study,
seconded by Les King, unanimously APPROVED
4. SDP#1007 – 555 & 575 Norwich Ave . – Application of HRP
Associates, Inc. for the construction of 199 parking spaces/deck,
drainage system and associated site improvements. Site is located in
Industrial zoning district and owned by 555 South Mill, LLC/575 South
Mill, LLC.
Darin Lemire from HRP Associates made a presentation on the site. He stated there
would be a 2-level parking deck that will include 2 truck loading areas. He also stated
that there is some contamination on the back portion of the site, which will be
encapsulated. Mr. Lemire stated there would be 2 drainage systems installed which will
be connected to the existing system and will allow treatment of the water before
discharging. Mr. Lemire stated HRP Associates was working on the comments from
NPU and had met the Police Departments requirements.
Mr. Schaefer stated there had been no comments from the Fire Department or Uncas
Health Department and recommended a bond amount in the amount of $620,000.
Motion by Michael Lahan to approve with bond in the amount of $620,000 and that all
comments from NPU be addressed satisfactorily with letter from NPU stating so.
Seconded by Les King, unanimously APPROVED W/CONDITIONS
H: NEW BUSINESS: NONE
I: EXTENSIONS:
1. SDP#1005 – 70 (a.k.a. 66-78) Town Street – Request of Gas
Development, LLC for 2nd extension of time to post bond and file mylars.
Upon motion by Les King and second by John Mathieu, the Commission voted
unanimously to GRANT the request for the 2nd extension to post bond and file mylars.
J: BOND RELEASES:
Michael Schaefer asked for suspension of rules to allow consideration of a request for
bond release for SUB 404-Farmview Estates. Motion by Michael Lahan to suspend
rules, seconded by Les King, unanimous – SUSPEND RULES
Mr. Schaefer stated he had visited the site and with the exception of 5 streetlights that
were backordered the project has been completed to Staff’s satisfaction. He
recommended reducing the bond amount to retain $5,000 for the uncompleted lights.
Motion by Les King to reduce bond amount to $5000, seconded by John Mathieu,
unanimously APPROVED

L. OTHER BUSINESS: C.G.S. 8-24 Referral: NDPU Water System Improvements
After consideration of report forwarded by Staff and ensuing discussion, Michael Lahan
made a motion to send a FAVORABLE RECOMMENDATION to the Council, seconded
by Les King, unanimously APPROVED
M. ADJOURNMENT
Upon motion by Les King, and second by Art Sharron, the Commission voted
unanimously to adjourn the meeting at 7:40 p.m.
