LAST REVISED 1/27/2011 3:01 PM MINUTES COMMISSION ON THE CITY PLAN POCD UPDATE SUBCOMMITTEE Tuesday January 25, 2011 - 7:00 P.M. 23 UNION STREET NORWICH CONNECTICUT LOWER LEVEL CONFERENCE ROOM REGULAR MEETING AGENDA ITEMS A, B & C – CALL TO ORDER, ROLL CALL, DETERMINATION OF QUORUM: Peter Davis called the meeting to order at 7:00 p.m. Committee Members Present: Peter Davis, Ralph Page, Les King, Bob Mills, Deborah Hinchey, Laurie Glenney-Popovich and Keith Ripley. Absent: NONE Also Present: Michael Schaefer, City Planner, and Jacquie Barbarossa, Recording Secretary A quorum was present. D. APPOINTMENT OF CHAIRPERSON: Ralph Page volunteered to be chairperson. E. COMMUNICATIONS: Consultant Responses NEW BUSINESS: 1. Distribution of Planning Consultant responses. Peter Davis advised the committee to go through the 8 proposals and rank them according to experience with POCD’s in communities similar to Norwich, dedicated staff with proper credentials, and planning experience before the next meeting and suggestions for elimination if any are felt to not to have met minimum qualifications described in the RFQ document. 2. Description of Plan of Conservation & Development Update process Peter Davis gave a brief overview stating how the process would be completed. There was discussion whether to submit before or after the State Plan of Conservation was completed. Mr. Davis stated from previous experience it would be better to submit after, since the land use map for the City differed from the State’s in the last process. He stated that we need a document that the general public can use so they know what the policy is, what the goals and objectives are, and who is responsible for the implementation. 1 LAST REVISED 1/27/2011 3:01 PM Mr. Ripley questioned where the Downtown Plan fits in. Peter Davis stated that was a separate document that was also in need of updating. 3. Discussion of tentative time frames. Mr. Davis reviewed the potential time line explaining the dates could shift according to the availability of data from the Census Bureau and the status of the State Plan of Conservation and Development. 4. Discussion of tentative meeting dates. The next meeting will be February 22, 2011. Interviews will be held March 22 & 29 and the tentative selection date will be April 13. All meetings will be at 7 pm. F. OTHER BUSINESS: Peter stated the committee should go on line and view POCD’s completed by respondents, in municipalities with similar population and community makeup. G.
