LAST REVISED 3/28/12 1:35 PM MINUTES COMMISSION ON THE CITY PLAN Tuesday, March 27, 2012 – 6:00 P.M. 23 UNION STREET NORWICH CONNECTICUT LOWER LEVEL CONFERENCE ROOM SPECIAL MEETING AGENDA ITEMS A, B & C – CALL TO ORDER, ROLL CALL, DETERMINATION OF QUORUM: Ralph Page called the meeting to order at 6:00 pm. Commission Members Present: Ralph Page, P. Michael Lahan, Frank Manfredi, and Les King. A quorum was present. Absent: Arthur Sharron & John Mathieu Also Present: Peter Davis, Director and Jacquie Barbarossa, Recording Secretary D. COMMUNICATIONS: NONE E. PUBLIC HEARINGS: NONE F: OLD BUSINESS: NONE G: NEW BUSINESS: 1. SDP 838A – 214 Vergason Ave. Ext. AKA Forestview Dr. - Forest Land Investments LLC –Modification/Completion of an existing multi-family development consisting of elimination of 1 unit for a total of 58 condominiums, and sewerage pump station relocation. Units will contain 6 handicap accessible units and 12 additional parking spaces. Site is located in BP zoning district and owned by Forest Land Investments LLC. Peter Davis showed the existing site plan pointing out the units that have been completed. He stated that the location of the remaining 24 units which was previously 25, needed to be reconfigured due to the relocation of the pump station. He also stated that the applicant had received IWWCC approval at the March 1, 2012 meeting. Peter Davis recommended bond in the amount $100,000. Frank Manfredi made a motion to approve SDP #838A with bond in the amount of $100,000. Les King seconded, unanimously APPROVED W/CONDITION. C.G.S. 8-24 Council Referral: Relative to proposed development of a natural gas filling station on property under option by the City. Peter Davis stated this was an advisory referral and that NPU was looking to build a new natural gas filling station off of West Town Street. Tom Cummings from CLA Engineers explained that NPU needed City approval for a grant application. He stated this site was convenient to several businesses with fleet vehicles, and close to the highway and business park. Motion by Frank Manfredi to send a FAVORABLE RECOMMENDATION to the City Council seconded by Les King - unanimous. The Commission determined that the referral was consistent with the Plan of Conservation and Development with the Utility Services goal to develop a comprehensive plan for the expansion of utilities to meet economic development demands. L. ADJOURNMENT Upon motion by P. Michael Lahan, and second by Frank Manfredi, the Commission voted unanimously to adjourn the meeting at 6:09 pm.
