LAST REVISED 11/13/12 1135 AM MINUTES COMMISSION ON THE CITY PLAN Thursday, November 8, 2012 – 6:00 P.M. 23 UNION STREET NORWICH CONNECTICUT LOWER LEVEL CONFERENCE ROOM REGULAR MEETING AGENDA ITEMS A, B & C – CALL TO ORDER, ROLL CALL, DETERMINATION OF QUORUM: Acting Chair, Frank Manfredi called the meeting to order at 6:01 pm. Commission Members Present: Frank Manfredi, John Mathieu and Les King. A quorum was present. Absent: Ralph Page, Arthur Sharron, and P. Michael Lahan Also Present: Peter Davis, Director and Jacquie Barbarossa, Recording Secretary D: COMMUNICATIONS: NONE E. PUBLIC HEARINGS: NONE F: OLD BUSINESS: 1. SDP #1017 - 88 & 90 Salem Turnpike – (Rt. 82) – Application of RFP Inc. for construction of a 1,930 sq. ft retail building with drive-thru and associated parking and site improvements. Site is in PC zoning district and owned by RFP Inc. Peter Davis gave an overview of the site location showing the proposed restaurant with traffic patterns and que line for 8 cars. Mr. Davis handed out a copy of letter from Superintendent Abby Dolliver with her concerns for the use of Mahan Drive. Mr. Davis stated the City had given a right-of-way over Mahan Dr. to the former owner of the property in 2008 for a previous site plan. Mr. Davis also stated that per Mrs. Dolliver’s request he had visited the site on 3 different days to view the bus/car/pedestrian traffic at the site during peak hours. He gave a brief synopsis stating the a.m. peak school traffic period lasted between 15-20 minutes. He also noted there was no pedestrian traffic from Rt. 82 on the days he was there. He stated that the afternoon school traffic peak does not coincide with after work traffic. Mr. Davis stated he visited the Dunkin Donuts across the street from the proposed site with a que line of approximately 40 feet and the traffic was not an issue at that site considering the amount of cars that go in and out of that location. Mr. Davis discussed signage. He stated the Police Department had requested “Do Not Enter” signs. He also suggested the addition of a “Right Turn Only” on Rt. 82 and “Do Not Block Driveway access within the right-of-way. There was also discussion of the curb cut so that cars could not turn left on Rt. 82. 1 LAST REVISED 11/13/12 1135 AM Geoffrey Fitzgerald, from BL Companies discussed the drainage stating the detention and infiltration system stating it could handle the 25 year storm. He stated the unit would be masonry with a modern façade. Site lighting would consist of 2 poles and downcast light on building. There was a brief discussion regarding the elevation at the site. Frank Manfredi asked if the building could be moved over to allow a larger que line. Mr. Fitzgerald stated that proposed outdoor patio does not allow for that and that the plan showed 8 cars in the que when it could handle 2 or 3 more. Mr. Davis stated the City Engineer had reviewed bond in the amount of $96,400. Les King made a motion to approve SDP 1017 with comments from Public works regarding elevation be addressed, the addition of signage to include: No Left Turn, Do Not Enter, One Way and Do Not Block Driveway; curb cut modification and bond in the amount of $96,400. Seconded by John Mathieu – unanimously APPROVED W/CONDITIONS. G: NEW BUSINESS: NONE H: EXTENSIONS: NONE I: BOND RELEASES: NONE J: ZONING MATTERS: NONE K. OTHER BUSINESS: NONE L. ADJOURNMENT: Upon motion by John Mathieu, and second by Les King, the Commission voted unanimously to adjourn the meeting at 7:40 pm.
