LAST REVISED 9/18/13 11:32 AM MINUTES COMMISSION ON THE CITY PLAN Tuesday, September 17, 2013 – 7:00 P.M. 23 UNION STREET NORWICH, CONNECTICUT LOWER LEVEL CONFERENCE ROOM REGULAR MEETING AGENDA ITEMS A, B & C – CALL TO ORDER, ROLL CALL, DETERMINATION OF QUORUM: Ralph Page called the meeting to order at 7:00 pm. Commission Members Present: Ralph Page, Michael Lahan, Frank Manfredi, Les King, John Mathieu & Daniel Daniska. A quorum was present. Absent: Arthur Sharron Also Present: Peter Davis, Director D. APPROVAL OF MEETING MINUTES: Upon motion by Les King and second by Michael Lahan, the Commission voted unanimously to APPROVE the minutes of the August 20, 2013 regular Meeting. E. COMMUNICATIONS: None G: OLD BUSINESS: None F. PUBLIC HEARINGS: None H: NEW BUSINESS: 1. SUB #374A – Modification of Alice St.–- Application of of Alice St. LLC for modification to remove sidewalks for approved 23-lot subdivision on 9.61 acres under Subdivision Sec.19-27.2 (9) Site is in an R-20 zoning district. Pat Lafayette, Development Solutions, gave an overview of the existing site explaining the reasons for the sidewalk waiver request from the original plan. The Commission discussed the possible installation of pre-cast or poured in place concrete curbing in lieu of sidewalks being removed and requested that the applicant provide input for next months meeting. Motion by Frank Manfredi to table until the next scheduled meeting to allow the applicant to research the curbing options, second by Michael Lahan – unanimous – Item TABLED. SUB #423 – 24 Stott Ave. – Application of Dominion Nuclear Connecticut Inc. for a 2-lot subdivision in BP zoning district and owned by Easter Seals Capitol Region & Eastern Connecticut, Inc. 1 LAST REVISED 9/18/13 11:32 AM Mr. Davis requested the item be tabled until IWWCC approval received. Frank Manfredi made a motion to table the item, second by Frank Manfredi – unanimous – Item TABLED. 3. SDP 1025 – 24 Stott Ave. - Application of Dominion Nuclear Connecticut for 15,810 sq ft office building with associated parking and site improvements. Site is located in BP zoning district and owned by Easter Seals Capitol Region & Eastern Connecticut, Inc. Mr. Davis requested the item be tabled until IWWCC approval received. Frank Manfredi made a motion to table the item, second by Frank Manfredi – unanimous – Item TABLED. I: EXTENSIONS: None J: BOND RELEASES: 1. SDP 915 - 67 Corning Rd. - Request of Hickory Hollow Associates for partial release of bond in the amount of $184,895. Mr. Davis stated the City Engineer had reviewed the cost of items to complete the site. Les King made a motion for partial release of bond in the amount of $184,895 and to retain $60,905 for completion of items, second by Frank Manfredi -unanimous- PARTIAL RELEASE OF BOND. 2. SDP 1020 – 41 Wawecus St. - Request of Freeport-McMoRan for partial release of bond in the amount of $84,020. Mr. Davis stated he had reviewed the site and that is was almost complete. Frank Manfredi made a motion for partial release of bond in the amount of $84,020 and to retain $5,000 for completion, second by Les King -unanimous- PARTIAL RELEASE OF BOND.
