LAST REVISED11/21/13 09:13 AM MINUTES COMMISSION ON THE CITY PLAN Tuesday, November 19, 2013 – 7:00 P.M. 23 UNION STREET NORWICH CONNECTICUT LOWER LEVEL CONFERENCE ROOM REGULAR MEETING AGENDA ITEMS A, B & C – CALL TO ORDER, ROLL CALL, DETERMINATION OF QUORUM: Frank Manfredi, Acting Chair called the meeting to order at 7:00 pm. Commission Members Present Frank Manfredi, John Mathieu, Les King, and Daniel Daniska. A quorum was present. Absent: Arthur Sharron, Michael Lahan, Ralph Page Also Present: Peter Davis, Director D. APPROVAL OF MEETING MINUTES: Upon motion by Les King and second by John Mathieu, the Commission voted unanimously to APPROVE the minutes of the October 15, 2013 Regular Meeting as amended. E. COMMUNICATIONS: Peter Davis stated he had received a letter from Susan Mattern, Mattern & Stefon Land Surveyors requesting SDP# 1027/CAM# 13-01, SP #13-07, and SP #13-08 be tabled pending submission of revised plans addressing the comments they had received. F. PUBLIC HEARINGS: 1. SP #13-07 – 34-36, 61- 63,65,67, 71-73 West Main Street & 3 Falls Ave. - Application of Thayer’s Enterprises LLC for installation of paved driveways and parking areas, excavation, grading, re-grading and construction of retaining wall, construction of 7 residential units and additional commercial space within a designated floodplain. Upon motion by Les King, second by John Mathieu, motion carried unanimously to TABLE SP #13-07. 2. SP #13-08 – 34-36, 61- 63,65,67,71-73 West Main Street & 3 Falls Ave. – Application of Thayer’s Enterprises LLC for construction of 7 residential units and sale of recreational goods and equipment. Upon motion by Les King, second by John Mathieu, motion carried unanimously to TABLE SP #13-08. 1 LAST REVISED11/21/13 09:13 AM 3. SP #13-09 – 58 Yantic Flats Rd. – Application of MEL-JAY, LLC to add .46 cu yds of fill within a designated floodplain. Peter Davis entered into the record Exhibits “A-O”. Peter Davis made a brief presentation describing the activities proposed in the floodplain. 46 cu yds of fill to be added adjacent to the building, surrounded by 43 linear feet of bituminous curbing and the existing paved parking area is to be removed. Demian Sorrentino, Boundaries LLC, 179 Pachaug River Drive, Griswold, CT, the applicants’ Engineer explained that the area of removed pavement would be loamed and seeded to provide compensatory storage in the floodplain. There is a gain of compensatory storage as a result of the pavement being removed. There being no other speakers, the public hearing was closed. G: OLD BUSINESS: None H. NEW BUSINESS: 1. SDP #1027/CAM #13-01 – 34-36, 61- 63,65,67, 71-73 West Main St. & Falls Ave. - Application of Thayer’s Enterprises LLC for construction of building addition, 7 residential units, parking and outdoor pavilion. Upon motion by Les King, second by John Mathieu, motion carried unanimously to TABLE SDP #1027/CAM #13-01. 4. SDP# 1023 - 94-114 Crescent St. – final bond release Mr. Davis explained that the work had been completed and there were no remaining issues.
