LAST REVISED 01/15/14 10:19 AM MINUTES COMMISSION ON THE CITY PLAN Monday, January 6, 2014 – 12:00 P.M. 23 UNION STREET NORWICH CONNECTICUT SECOND FLOOR MEETING ROOM SPECIAL MEETING AGENDA ITEMS A, B & C – CALL TO ORDER, ROLL CALL, DETERMINATION OF QUORUM: Ralph Page, Chairman called the meeting to order at 12:05 pm. Commission Members Present Ralph Page, Frank Manfredi, John Mathieu, Les King, Art Sharron. A quorum was present. Absent: Michael Lahan and Daniel Daniska Also Present: Peter Davis, Director D. APPROVAL OF MEETING MINUTES: None E. COMMUNICATIONS: Peter Davis stated he had received a memo from the City Clerk, CGS 8-24 Council Referrals for a demolition bond ordinance for City owned properties at 77 Chestnut Street and 26 Shipping Street. F. PUBLIC HEARINGS: None G: OLD BUSINESS: None H. NEW BUSINESS: City Council Referral 1. City Council Referral (CGS 8-24) relative to a demolition bond for 77 Chestnut Street and 26 Shipping Street - Peter Davis gave a brief overview of the City Council Referral CGS 8-24 relative to a demolition bond for 77 Chestnut Street and 26 Shipping Street. Demolition activities would be consistent with the 2013 POCD in that the plan established policies for blight removal as well as elimination of public safety threats when opportunities arose. Upon motion by Les King, second by Art Sharron, motion carried unanimously for a FAVORABLE report by the Commission for the City Council Referral (CGS-8-24) as the demolition of the subject properties would be consistent with the 2013 POCD policies for blight removal and elimination of public safety threats. I: EXTENSIONS: None J: BOND RELEASES: 1. SDP #969 – 201 Salem Tpke – Request of Dominic Carpionato for final release of bond in the amount of $30,000 1 LAST REVISED 01/15/14 10:19 AM Peter Davis stated SDP #969 for 201 Salem Tpke is requesting $30,000 remaining bond be released. The bond had been held to make sure that the slope to the rear of the building remained stable. Mr. Davis explained that the work had been completed for five years now and that there had not been any issues. Upon motion by Les King, second by Art Sharron motion carried unanimously, to release $30,000 bond for SDP #969, Goodwill, 201 Salem Turnpike. Frank Manfredi recused himself. - FINAL RELEASE OF BOND K: ZOING MATTERS: None L: OTHER BUSINESS: None M: ADJOURNMENT: Upon motion by Art Sharron, and second by John Mathieu, the Commission voted unanimously to adjourn the meeting at 12:15 p.m. 2
