MINUTES COMMISSION ON THE CITY PLAN Tuesday, February 25, 2014 – 11:00 A.M. 23 UNION STREET NORWICH CONNECTICUT SECOND FLOOR MEETING ROOM SPECIAL MEETING AGENDA ITEMS A, B & C – CALL TO ORDER, ROLL CALL, DETERMINATION OF QUORUM: Art Sharron, Vice Chairman called the meeting to order at 11:00 a.m. Commission Members Present Art Sharron, Frank Manfredi, John Mathieu, Les King. A quorum was present. Absent: Ralph Page, Michael Lahan, Daniel Daniska Also Present: Peter Davis, Director D. COMMUNICATIONS: None F. PUBLIC HEARINGS: None E. OLD BUSINESS: None H. NEW BUSINESS: 1. SDP #1028 – 539 Norwich Ave. – Application of Josh Michaud for conversion of 4,200 sq. ft existing mill building from retail use to workout/gym facility in accordance with Sec. 7.3 Mill Enhancement Program; including request for waiver of parking requirements. Located in the (ID) Industrial zone. Peter Davis stated the proposal was consistent with the Mill Enhancement Program. The gym is a permitted use. The conversion would be of retail space to gym. Parking is in compliance and there are not any proposed changes to the facade of the building. The Commission determined the proposal would not adversely impact the historic nature of mill resource. Upon motion by Frank Manfredi, second by Les King the Commission voted unanimously to APPROVE SDP #1028, including the request for waiver of parking design standards.
