MINUTES COMMISSION ON THE CITY PLAN Tuesday, October 20th, 2015 – 7:00 PM 23 UNION STREET NORWICH CONNECTICUT LOWER LEVEL MEETING ROOM REGULAR MEETING AGENDA ITEMS A, B & C-CALL TO ORDER, ROLL CALL, DETERMINATION OF QUORUM: Ralph Page, Chairman called the meeting to order at 7:00 PM. Commission Members Present: Ralph Page, Art Sharron, Michael Lahan, Frank Manfredi, Les King, and Daniel Daniska. A quorum was present. Absent: John Mathieu Also Present: Peter Davis, Director and Debra Delaporta, Recording Secretary D. APPROVAL OF MEETING MINUTES: Upon motion by Les King and seconded by Frank Manfredi, the Commission voted unanimously to APPROVE the minutes of the August 18th, 2015 Regular Meeting. E. COMMUNICATIONS: ZBA referral for Use Variance for Jennifer Lundberg-18 Blueberry Hill Rd to allow a group daycare home. Mr. Davis stated that this would be discussed under zoning matters. F. PUBLIC HEARINGS: None G. OLD BUSINESS: None H. NEW BUSINESS: Re-approval of SDP #1027– 34-36, 61- 63,65,67, 71-73 West Main St. & Falls Ave. - Application of Thayer’s Enterprises LLC for construction of building addition, 7 residential units, parking and outdoor pavilion. Peter Davis read the application for re-approval of SDP #1027. He stated that it had been approved several months ago but that they didn’t file the bond in time and the Site Development Plan had expired. The applicant was looking to move forward on the project which Mr. Davis pointed out on the map and reviewed. Peter explained that there were no changes made to the plan and that all it needed was re-approval. Frank Manfredi made a motion to re- approve SDP#1027, seconded by Art Sharon. Peter stated for clarification purposes that 50 (fifty) percent of the original bond amount of $60,315 would have to be posted. All members were in favor of the re-approval, with the condition that the bond amount of $30,157.50 be posted prior to final mylar approval. I. EXTENSIONS: None J: BOND RELEASES: SDP#1026-666 West Main St- Request from Eastern Savings Bank to terminate Surety Bond in the amount of $51,300. Peter Davis stated that this project has been completed for a long time. Art Sharron made a motion for the Surety Bond to be terminated in full for the amount of $51,300. Les King seconded the motion, with all members in favor for a UNANIMOUS decision to terminate the Surety Bond. K. ZONING MATTERS: V#15-06 – Request of Jennifer Lundberg for property located at 18 Blueberry Hill Road in a Residential (R20) zoning district. In accordance with Sec. 8.2 permitted use, requesting a Use Variance to allow a group daycare home. Peter Davis read the request for a referral from the ZBA in regards to the Use Variance Application submitted by Jennifer Lundberg for V#15-06. Ms. Lundburg applied for this variance for a group daycare to increase the number of children allowed from 6 for a family daycare to 12 for a group daycare. Peter stated that there was no hardship shown since the applicant has reasonable use of the property under current regulations, and that it is not consistent with the Plan of Conservation and Development, therefore staff would recommend to send an unfavorable recommendation to the ZBA. Frank Manfredi made a motion for an unfavorable recommendation, seconded by Les King, with all members in favor. L. OTHER BUSINESS: None M. ADJOURMENT: Upon motion by Frank Manfredi, seconded by Art Sharron, the Commission voted unanimously to adjourn the meeting at 7:17 PM.
