MINUTES COMMISSION ON THE CITY PLAN JULY 13TH, 2018-2:00 P.M. 23 UNION ST, LOWER LEVEL, NORWICH SPECIAL MEETING A. CALL TO ORDER: Art Sharron, Chairman, called the meeting to order at 2:00 P.M. B. ROLL CALL AND SEATING OF ALTERNATES: Present: Art Sharron, Chairman, Frank Manfredi, Vice Chairman, alternate Swarnjit Singh Bhatia. A quorum was present. Swarnjit Singh Bhatia was seated. Absent: Michael Lahan, Kathy Warzecha, Les King, alternates Daniel Daniska, and Jason Arndt. Others Present: Deanna Rhodes, City Planner, and Debra Delaporta, recording secretary C. CITY COUNCIL REFERRALS: Resolution relative to consideration of property acquisition of 226- 230 Yantic Street, Norwich CT from Clifford Larkin for access to parking at the Uncas Leap project. Art Sharron read the referral to the Commission. Deanna Rhodes showed the Commission the final Master Plan Report for the Uncas Leap Heritage Park. She pointed out the subject property on the plan and explained the importance of acquiring this parcel for access from the proposed parking lot into the site. Frank Manfredi questioned a section of the wording of the referral which stated that the Council had already received a favorable recommendation from the Commission. Ms. Rhodes surmised it was most likely due to the fact that the Commission had already endorsed the Uncas Leap project previously. With no further questions or concerns, Mr. Manfredi made a motion to forward a FAVORABLE recommendation to the Council, as this parcel is an integral part of the park design, and acquisition of the property is consistent with the goals of the Plan of Conservation and Development. Swarnjit Singh Bhatia seconded the motion. The decision was unanimous. D. ADJOURNMENT: A motion was made to adjourn at 2:05 by Frank Manfredi, seconded by Swarnjit Singh Bhatia.
