COMMISSION ON THE CITY PLAN SPECIAL MEETING MINUTES SITE WALK Tuesday, December 12, 2023 at 12:00p.m. RAIN OR SHINE MEET UP LOCATION: Occum Volunteer Fire Department Parking Lot at 44 Taftville-Occum Road, Norwich, CT A. CALL TO ORDER: Acting Chairperson Kathy Warzecha called the meeting to order at 12:00 p.m. B. ROLL CALL AND SEATING OF ALTERNATES: Kathy Warzecha, Jason Courter and Deane Nason were present, which constitutes a quorum of the Commission. Frank Manfredi, Ella Myles and Jim Quarto were absent. C. SITE WALK: SUB #437: 145 Taftville-Occum Road, 432 Canterbury Turnpike & 180 Lawler Lane. Request for a proposed twelve-lot subdivision with associated new road and dedicated open space. Property and application of Norwich Community Development Corporation. Assessor’s Map 25 Block 1, Lot 1; Map 24 Block 1 Lot 1; and Map 23, Block 1, Lot 7. Zone: General Commercial District (GC) & Planned Development Design District (PDD). (Received 10/17/2023)(Public Hearing Opened 11/21/2023 and Continued to 12/19/2023) Deanna Rhodes, Director of Planning & Neighborhood Services, asked participants to sign in on a sheet she provided to keep track of who was on the walk as it was located on private property. She then gave verbal instructions to the public and Commission members that no questions were to be asked during the site walk. She recommended that questions and comments be written down and presented during the public comment portion of the continued public hearing to be held on December 19, 2023. Jeff Bord, PE with Bohler Engineering then proceeded to lead the site walk. He oriented the participants utilizing maps that were handed out on site. D. ADJOURNMENT: A motion to Adjourn was made by Deane Nason and Seconded by Jason Courter. The vote was unanimous. The special meeting adjourned at 1:08 p.m. Respectfully submitted, Deanna L. Rhodes
