COMMISSION ON THE CITY PLAN
SPECIAL MEETING MINUTES
SITE WALK
Thursday, July 25, 2024 at 12:00p.m. RAIN OR SHINE
105 Stonington Road, Norwich, CT 06360
A. CALL TO ORDER: Chairman Frank Manfredi called the meeting to order at 12:00 p.m.
B. ROLL CALL AND SEATING OF ALTERNATES: Frank Manfredi, James Quarto, Jason Courter,
Nicholas Fortson were present, which constitutes a quorum of the Commission. Ella Myles,
Deane Nason, Kathy Warzecha and Tracey Burto were absent.
C. SITE WALK: SP#24-05: 105 Stonington Road. Request for a Special Permit for a proposed three
(3) phase development for a cannabis cultivation and manufacturing facility including installation
of 2100 sq. ft. of modular construction trailers for temporary use, a proposed 9,600 sq. ft.
building and two (2) greenhouses with associated site improvements such as a driveway,
fencing, septic system, landscaping, parking area and stormwater management. Property of 105
Stonington Road LLC. Application of Nautilus Botanicals LLC. Assessor’s Map 112 Block 1 Lot 7.
Zone GC. (Received & Tabled 06/26/2024 SM, Public Hearing Opened 07/16/2024)
Deanna Rhodes, Director of Planning & Neighborhood Services, asked participants to sign in on a
sheet she provided to keep track of who was on the walk as it was located on private property.
She then gave verbal instructions to the public and Commission members that no questions
were to be asked during the site walk. She recommended that questions and comments be
written down and presented during the public comment portion of the continued public hearing
to be held on August 20, 2024.
Jack McCartney with CLA Engineers and Connie DeBoever with Merida Capital Holding (on behalf
of Nautilus Botanicals LLC.) then proceeded to lead the site walk and oriented the participants
utilizing maps that were handed out on site.
James Quarto and Jason Courter left the site walk at 12:10 p.m. (There was no longer a quorum
of the CCP, but it is not necessary for a site walk).
D. ADJOURNMENT: The site walk adjourned at 12:23 p.m.

D. ADJOURNMENT
*NOTE: PARKING IS NOT AVAILABLE ON SITE. Dress appropriately for the site walk wearing long
pants, long sleeve shirt and comfortable walking shoes. Bring water to stay hydrated. There will
be no opportunity to ask questions or submit testimony during the site walk. Questions may be
presented during the continued public hearing on Tuesday, August 20, 2024, so please bring a pad
of paper and pen to take notes.
