The CDAC meeting was called to order at 3:40 p.m...
Motion was made by Robert McKeon, seconded by Democles Angelopoulos to
approve the minutes of the March 19, 2013 meeting. Motion carried unanimously.
Minutes of March 21, 2013 meeting need to be corrected to reflect the following:
addition of Property Rehab list of past projects, information on property rehab targeted
outreach activities and mandated rehab match for lead grant.
Request for additional funds for PY 37 DPW Greeneville Sidewalk Project
Patrick McLaughlin appeared on behalf of Norwich Public Works to request an increase
of $6,954.00 to the Greeneville Sidewalk PY 37 allocation. The increase is needed to
complete the bid alternate for work on 5th – 6th street.
Motion to allocate an increase of $6,954 to Norwich Public Works PY 37
Greeneville Sidewalk project from the unallocated fund balance was made by
Democles Angelopoulos and seconded by Lynn Norris. Motion carried
unanimously.
Deliberations
CD Office – Administration: CDAC Recommendation $135,756
The Committee recommended funding CD Administration at 20% of the CDBG Program
Year 2013 grant as allowable by HUD.
OIC New London – Project Employment: CDAC Recommendation $0
The Committee chose not to fund this program. The services provided in New London
are available to Norwich residents.
Norwich Adult Education – ESOL Madonna Place: CDAC Recommendation $6,000
The Committee recommended partial funding and suggested that the frequency of the
classes per week or the number of hours per class be reduced.
Big Brothers – One to One Mentors: CDAC Recommendation $4,000
The Committee recommended funding this program at the requested amount. This small
allocation leverages many volunteer hours.
Norwich Youth & Family Services – Juvenile Justice Alliance Case Manager:
CDAC Recommendation $20,200
The Committee recommended continued funding of this program at the requested
amount. The proactive and preventative nature of the program diverts youth from
entering the Juvenile Justice system. .
Norwich Human Services – Norwich Works: CDAC Recommendation $26,000
The Committee recommended partial funding of the request. Funds are to only be used
for staff salary and job training line items.
Norwich Community Care Team – Rehousing & Shelter Diversion Program: CDAC
Recommendation $30,000
The Committee recommended funding this program at the requested amount. The
Committee was pleased that the funding this year will go towards working on a
permanent solution towards homelessness as opposed to temporary shelter.
Safe Futures – Domestic Violence Response Team: CDAC Recommendation
$5,000
The Committee recommended funding this program at the requested amount. They
agreed that this small allocation provided a very important service to the City of
Norwich. They provide the only domestic violence advocate services in the courthouse
and also have recently opened up an office at Backus Hospital.
Norwich Public Schools – BRIDGES Extended Learning Program: CDAC
Recommendation $0
The Committee chose not to fund this program. It was agreed it should be funded
through the Board of Education due to the limited amount of Program Year 2013 CDBG
funding.
Our Piece of the Pie – Pathways to Success: CDAC Recommendation $30,000
The Committee chose to partially fund this program. The program is pro-active and re-
engages disconnected youth and helps them find a pathway to success.
Norwich Housing Authority – JFK Roof Replacement Phase II: CDAC
Recommendation $0
The Committee chose not to fund this project. They feel that the roof may still be
structurally sound and that replacement may be able to be delayed for a few years.
Disabilities Network – Ramps: CDAC Recommendation: $15,000
The Committee recommended funding this project at the requested amount. It meets
the mission of affirmatively furthering fair housing, assisting disabled residents as well
as addressing the needs of an aging population.
Norwich Fire Department – Permanent Storage Structure at Central Station: CDAC
Recommendation $0
The Committee chose not to fund this project. The City Manager has requested funding
for this in the 2013 – 2014 Capital Improvement budget.
SCADD – Bathroom Renovation 313 Main St.: CDAC Recommendation $0
The Committee chose not to fund this project due to the limited amount of Program
Year 2013 funds available.
CD Office – Property Rehabilitation Program: CDAC Recommendation $300,000
The Committee recommended funding this project at a reduced amount. They
requested that the eligibility for the program remain geographically city-wide and that
Activity #2 Exterior Improvement Program be removed and the funds requested roll into
Activity #1 as amended.
CD Office – Economic Development Job Creation/Retention: CDAC
Recommendation $105,000
The Committee recommended funding this program at the requested amount. The
program has the potential to have a direct economic impact on both Norwich
businesses and Norwich residents seeking employment.
CD Office – Homeownership Down payment Assistance: applicant withdrew
application
Applicant withdrew application due to the overall limited CDBG funding available.
A motion was made by Democles Angelopoulos and seconded by Robert McKeon
to fund the following projects at the amounts listed below. Motion carried
unanimously.
