*DRAFT* COMMUNITY DEVELOPMENT ADVISORY COMMITTEE (CDAC) ZOOM MEETING MINUTES CDBG-CV FUNDING ROUND 2 February 11, 2021 5:00 PM ZOOM Platform Audioconference – Meeting ID: 869 7507 8460 Password: 182162 Members Present: Les King, Sean Barnes, Mark Marcy, Gemma Fabris, Tucker Braddock Others Present: Kathy Crees and Tianne Curtis I. The meeting was called to order at 5:00 PM. II. Approval of Minutes – Upon motion by Tucker Braddock, second by Sean Barnes, the Committee voted to approve the minutes of the January 25, 2021 meeting. Motion passed unanimously. Upon motion by Tucker Braddock, second by Mark Marcy, the Committee voted to suspend the rules for the purpose of amending the agenda to accept the following communications. Motion passed unanimously. a. Email dated 1/27/21 from NCDC requesting their application remain under consideration for funding. b. Email from ARC responding to the Committee’s questions at the 1/25/21 meeting c. Emails from Norwich Housing Authority responding to the Committee’s questions at the 1/25/21 meeting d. Email from HUD CPD Office providing guidance on cost reasonableness III. Discussion/Decision on Applications It was stated for the record that any additional funding to the NCDC Employee Retention Program would be managed under the same policies and procedures the Community Development Office has currently set in place; with SeCTer providing the underwriting. After careful consideration and review, the applications were discussed individually. Motion was made by Mark Marcy, second by Gemma Fabris, to approve the funding as stated and to forward the recommendations to City Council for Resolution (Exhibit A) Motion passed unanimously.
