*DRAFT* COMMUNITY DEVELOPMENT ADVISORY COMMITTEE (CDAC) ZOOM MEETING MINUTES CDBG PY47 (2021-2022 PROGRAM YEAR) April 6, 2021 5:00 PM ZOOM Platform Audioconference – Meeting ID: 876 5647 0384 Password: 949615 Members Present: Les King, Sean Barnes, Gemma Fabris Members Absent: Tucker Braddock, Mark Marcy Others Present: Kathy Crees and Tianne Curtis I. The meeting was called to order at 5:00 PM. II. Approval of Minutes – Minutes to be approved will be reviewed at the 4/8/21 meeting. III. Communications – Communication from applicant Safe Futures will be shared during their presentation. Kathryn Crees informed the Committee that the Citizen & Police Academy and Night Flight Basketball applications, both submitted by the NPD, were received but ineligible as they were presented as City-wide and out-of-town benefits. IV. Establishment of Meeting Schedule – Applicant presentations were scheduled as follows: 5:10 Children in Placement – GAL 5:20 TVCCA Home Again Homeless Prevention 5:30 Norwich Works – NHS 5:40 Rapid Rehousing/Shelter Diversion – NHS 5:50 Safe Futures V. 2021 PY47 CDBG Public Service Presentations 1) Janet Freimuth of Children in Placement request for $20,000.00 for operation of their GAL program. Percentage Administrative cost of Regional Manager’s salary must reflect the percentage of Regional Manager’s time spent assisting Norwich children. 2) Jon-Paul Mandelburg and Mary Milanese of TVCCA request for $20,000.00 for the operation of their Home Again Homelessness Prevention program. Beneficiaries are LMC Norwich families. 3) Lee-Ann Gomes of Norwich Human Services request for $60,000.00 for the operation of their Norwich Works Employment Training & Assistance program. Beneficiaries are LMC Norwich residents. 4) Lee-Ann Gomes of Norwich Human Services request for $15,000.00 for the operation of the Rapid Rehousing & Shelter Diversion program in conjunction with Norwich Community Care Team (NCCT.) Beneficiaries are individuals currently residing in Norwich who are at risk at becoming homeless. 5) Margaret Soussloff and Christine Foster of Safe Futures request for $15,000.00 for the operation of the Norwich location of their counseling office for domestic violence victims and VALE advocate. Beneficiaries are Norwich residents. VI. The next scheduled meeting of the CDAC is Thursday April 8, 2021. After a brief discussion, the committee scheduled a special meeting for April 20, 2021 for deliberations. VII.
