REGULAR MEETING OF THE
JOINT LEGISLATIVE AND GOVERNMENTAL AFFAIRS COMMITTEE
OF THE
BOARDS OF DIRECTORS OF
CONNECTICUT MUNCIPAL ELECTRIC ENERGY COOPERATIVE
AND
CONNECTICUT TRANSMISSION MUNICIPAL ELECTRIC ENERGY
COOPERATIVE
May 12, 2022
A Regular Meeting of the Joint Legislative and Governmental Affairs Committee of the Boards
of Directors of Connecticut Municipal Electric Energy Cooperative (“CMEEC”) and Connecticut
Transmission Municipal Electric Energy Cooperative (“CTMEEC” d/b/a Transco) was held via
Zoom and telephonically on Thursday, May 12, 2022 at 1:00 p.m.
The meeting was legally noticed in compliance with Connecticut General Statutes and all
proceedings, and all actions hereafter recorded occurred during the publicly open portions of the
meeting.
The following Committee Members participated telephonically or via Zoom:
Bozrah Light & Power: Scott Barber
Groton Municipal Representative: Mark Oefinger
Jewett City Department of Public Utilities: Louis Demicco
Jewett City Municipal Representative: George Kennedy
South Norwalk Electric and Water: Alan Huth, David Westmoreland

Ms. Kachmar recorded.
Committee Chair Louis Demicco called the meeting to order at 1:00 p.m. He explained that the
meeting is being held via Zoom and telephonically. He asked that all participants’ devices
remain on mute unless speaking to eliminate confusion and background noise. He requested that
those speaking state their name before speaking for clarity of the record. After Ms. Kachmar
conducted roll call, Committee Chair Demicco confirmed a quorum was present.

C Approve Minutes of the February 17, 2021 Regular Meeting of the Joint Legislative
and Governmental Affairs Committee
A motion was made by Committee Member Mark Oefinger, seconded by Committee
Member Scott Barber to Approve the Minutes of the February 17, 2022 Regular
Meeting of the Joint Legislative and Governmental Affairs Committee.
Motion passed unanimously.
D Report on Connecticut General Assembly Legislation of Interest to CMEEC:
Timothy Shea, Brown Rudnick, Government Relations

Mr. Shea explained that the 2022 Connecticut General Assembly legislative session was
concluded on Wednesday, May 4, 2022. He briefly walked through his report that was
provided to the Committee in advance of today’s meeting.
Mr. Shea noted there would be a Task Force next January to study hydrogen power and
Ms. Kipnis asked about who will be included in the task force. Mr. Shea replied he would
look into it.

Mr. Shea reported on Senate Bill 4, An Act Concerning the CT Clean Air Act
(Environmental Committee), which identifies the Environmental Committee and DEEP’s
commitment to electrify the transportation sector and includes various statutory changes
and establishes new programs and initiatives concerning Electric Vehicles and improving
air quality by reducing transportation-related greenhouse gas emissions.
E Report on Federal Legislation of Interest to CMEEC
• Infrastructure Investment and Jobs Act (IIJA) Update
• Connecting Hard-to-Reach Areas with Renewably Generated Energy
(CHARGE) Act
Ms. Kipnis reported on Federal Legislation of interest to CMEEC which includes the
Infrastructure Investment and Jobs Act (IIJA) and its $12 trillion in funds. CMEEC has
taken first steps with the CT Department of Transportation to consider the Municipal
Electric Utilities (MEUs) and a strategy to locate electric vehicle charging stations along
major highways in Connecticut (Interstate Routes 95 and 395). She briefly discussed the
transmission system focus on the state and federal level as well as at ISO-NE.
For example, she discussed The Charge Act, which is an initiative by Senator Markey to
build out the transmission for the decarbonization, since the New England power market
will have 10,000 MW of solar energy alone by 2030.

Ms. Kipnis discussed the focus nationwide on greening up building codes, citing several
examples at the state and federal level.
G Adjourn
A motion was made by Committee Member Barber, seconded by Committee
Member George Kennedy to adjourn.
Motion passed unanimously.
The meeting was adjourned at 1:33 p.m.
