REGULAR HYBRID MEETING OF THE
JOINT LEGISLATIVE AND GOVERNMENTAL AFFAIRS COMMITTEE
OF THE
BOARDS OF DIRECTORS OF
CONNECTICUT MUNICIPAL ELECTRIC ENERGY COOPERATIVE
AND
CONNECTICUT TRANSMISSION MUNICIPAL ELECTRIC ENERGY COOPERATIVE

A Regular Hybrid Meeting of the Joint Legislative and Governmental Affairs Committee of the Joint
Boards of Directors of Connecticut Municipal Electric Energy Cooperative (“CMEEC”) and
Connecticut Transmission Municipal Electric Energy Cooperative (“CTMEEC” dba “Transco”) was
held via Zoom and in person at 30 Stott Avenue, Norwich, CT on Thursday, May 16, 2024 at 1:00
p.m.
The meeting was legally noticed in compliance with Connecticut General Statutes and all
proceedings and all actions thereafter recorded occurred during the publicly open portions of the
meeting.

Committee Chair Louis Demicco called the meeting to order at 1:00 p.m. noting for the record that
today’s meeting is being held via Zoom and in person at 30 Stott Avenue, Norwich, CT. Committee
Chair Demicco reminded participants to keep their devices on mute unless speaking to eliminate
background noise and to state their names when speaking for clarity of the record.

Ms. Job conducted roll call. Committee Chair Demicco confirmed a quorum of the
Committee was present.
C Approve Minutes of the February 1, 2024 Regular Hybrid Meeting of the Joint
Legislative and Governmental Affairs Committee
A motion was made by Committee Member Kennedy, seconded by Committee Member
Eggleston to Approve the Minutes of the February 1, 2024 Regular Hybrid Meeting of
the Joint Legislative and Governmental Affairs. Committee Member Westmoreland
abstained.
Motion passed.
D Connecticut General Assembly Update: Timothy Shea, BrownRudnick
Mr. Shea walked the Committee through the slide deck provided in advance of today’s
meeting highlighting the results of the end of the Legislative session. He noted that the 2024
session of the Connecticut General Assembly closed on May 8, 2024. He explained that
although this legislative session was the second year of the state’s biennial budget, the
legislative majority decided not to open the budget to make changes to the revenue estimates
or bottom-line spending. They instead reviewed the state’s remaining ARPA dollars. He
noted that the legislature passed a $420 million Bond Act, which includes bonding for state
capital complex improvements, housing, UCONN, Microgrids and the CT DOT for bridge
repair.
Mr. Shea added that the focus of the session was mainly on public health, elder care, climate
change and artificial intelligence with many top priorities not passing before end of session.
Mr. Shea then highlighted the bills that BrownRudnick had been tracking on behalf of
CMEEC. He explained that there were two energy bills which focused on procurement of
large-scale resources and solar procurement. Senate Bill No. 385 allows DEEP to issue
solicitation from nuclear power generating facilities with certain parameters described in the
bill. Senate Bill No. 385 also allows DEEP to direct electric distribution companies to enter
30-year PPAs if done in coordination with other states. The bill also allows PURA to select
the CT Green Bank, DEEP, the EDCs or a third-party PURA deems appropriate to implement
and manage a series of programs currently administered by the EDCs, including but not
limited to an EV charging program.
Mr. Shea then highlighted the bills that were killed in this session.
Upon inquiry by Committee Member Riley, Mr. Shea noted that a working group tasked with
discussing EV programs may be reconvened adding that experts from investor-owned
utilities and municipalities as well as the DOT and DEEP will request to be made a part of
the group.
Mr. Rall then provided an update to the MicroGrid Grant application and award of over $5m
for the Subase that CMEEC submitted on behalf of and in collaboration with the Navy. He
explained that Noresco assumed the energy manager role which led to the question of
whether the grant should be transferred from CMEEC to Noresco, which further led to efforts
resulting in the legislature agreeing to a fix that will result in the Navy receiving funding in
the amounts previously specified under the Grant.

A motion was made by Committee Member Eggleston, seconded by Committee
Member Godley to adjourn.
Motion passed unanimously.
The meeting was adjourned at 1:18 p.m.
