MINUTES OF THE
REGULAR HYBRID MEETING OF THE
JOINT RISK MANAGEMENT COMMITTEE
OF THE
BOARDS OF DIRECTORS OF
CONNECTICUT MUNICIPAL ELECTRIC ENERGY COOPERATIVE
AND
CONNECTICUT TRANSMISSION MUNICIPAL ELECTRIC ENERGY COOPERATIVE
July 18, 2024
A Regular Hybrid Meeting of the Joint Risk Management Committee of the Boards of Directors
of Connecticut Municipal Electric Energy Cooperative (“CMEEC”) and Connecticut
Transmission Municipal Electric Energy Cooperative (“CTMEEC” dba Transco) was held via
Zoom and in person at 30 Stott Avenue, Norwich, CT on Thursday, July 18, 2024 at 10:00 a.m.
The meeting was legally noticed in compliance with Connecticut General Statutes and all
proceedings and all actions hereafter recorded occurred during the publicly open portions of the
meeting.
The following Committee Members participated via Zoom:

Ms. Gaudet recorded.
Committee Chair Ronald Gaudet called the meeting to order at 10:00 a.m. noting for the record
that today’s meeting is being held in person at 30 Stott Avenue, Norwich, CT and via Zoom. He
explained that participants should keep their devices on mute unless speaking to eliminate
background noise and state their name when speaking for clarity of the record.

No public comment was made.
B Roll Call
Ms. Job conducted roll call. Committee Chair Gaudet confirmed a quorum of the
Committee was present.
C Approve Minutes of the January 18, 2024 Regular Hybrid Meeting of the Joint Risk
Management Committee
A motion was made by Committee Member Eggleston, seconded by Committee
Member DelGreco to Approve the Minutes of the Regular January 18, 2024 Meeting
of the Joint Risk Management Committee.
Motion passed unanimously.
D Proposed Executive Session Pursuant to C.G.S. Section 1-200(6)(E); 1-210(b)(5)(A)
and 1-210(b)(5)(B) to Discuss Pro Formas for Certain Existing and Potential
Projects
After a robust conversation about which topics to discuss in Executive Session, the
Committee agreed to discuss the Pro Forma of Transmission Project #1, the Pro Forma of
Hydro Quebec, and the potential solar project at a new school facility (SNEW) in
Executive Session and to discuss the staff updates regarding the potential residential solar
pilot project and the potential battery RFP project in Public Session.
A motion was made by Committee Member DelGreco, seconded by Committee
Member Johnson to enter Executive Session.
The basis for entering Executive Session is as noted above.
Members of the Committee, Non-Voting Members present, CMEEC staff in
attendance, Mr. Sinko, Ms. Rychling, and Mr. Silverstone remained.
The Committee entered Executive Session at 10:09 a.m. with instructions to return
to Public Session upon completion of discussion in Executive Session.
The Committee re-entered Public Session at 11:43 a.m.
Committee Chair Gaudet acknowledged that no actions were taking during Executive
Session.
Potential Pilot Residential Solar Project
Ms. Ni walked the Committee through the slide deck highlighting the proposed Pilot
Residential Solar Project.
After lengthy discussion on the pros and cons of studying pilot residential solar projects
and whether discussion should continue, the Committee agreed that CMEEC staff should
continue to work with the General Managers of CMEEC’s Members, along with the
Cooperative Member Energy Efficiency Team (CMEET) which is comprised of
interdisciplinary representatives from each Member and CMEEC staff, and continue to
discuss the merits of potential projects designed to provide a wider array of options for
residential customers of our Members who may be seeking to install or otherwise support
the development of solar energy. The Committee also agreed that it will continue to
discuss this type of project at future meetings of this Committee.
Potential Battery RFP Project
Ms. Ni provided a high-level overview of the potential Battery Request For Proposal
(RFP) Project. She noted that the RFP distributed in late 2023 garnered several responses.
She added, however, that the project has been placed on hold pending review and
identification of a sufficient number of suitable siting locations in Member territories.
Mr. Meisinger noted that more clarity on this topic will be sought by CMEEC staff
working in conjunction with the General Managers and CMEET. Committee Member
LaRose added that private battery projects are relying on the Connecticut Department of
Energy and Environmental Protection (DEEP) RFP, which they will have a better feel for
in the next few months.
The Committee agreed to revisit this topic again at a future meeting.

A motion was made by Committee Member DelGreco, seconded by Committee
Member Johnson to adjourn.
Motion passed unanimously.
The meeting was adjourned at 12:13 p.m.
