BOARD OF REVIEW, DANGEROUS BUILDINGS MINUTES OF THE February 24, 2010 REGULAR MEETING Committee members present: Chairman Gary Schnip, Sofee Noblick, Richard Caron and Andy Zeeman. Committee members not present: Jim Quarto Others present: James Troeger, Alderman Tucker Braddock and Darlene Fedus- Papineau The meeting was called to order at 5:30. A quorum was present and all members present were voting. Agenda items 1, 2 & 3: The minutes of the January 27, 2010 meeting were reviewed. Upon motion by Sofee Noblick and second by Andy Zeeman, the Committee voted unanimously to approve the minutes as submitted. 4. Communications: Gary Schnip stated that he had received no correspondence. Packets contained letters from the Building Official to owners of 17 West Town Street, 98 Washington Street and a letter from Jon Day. 5. Blight updates/concerns: 1. 105 Stonington Road: The owners have since paid the initial citation of $50.00 and Jim Troeger sent out another citation for $1000.00. The owner is in Hong Kong and spoke to Jim Troeger after receiving the second citation and informed Jim he will make arrangements to demo the garage. As of 3/1/2010 Jim Troeger went to the property and noted that the owners were in the process of working on the garage. The second citation was put on hold for 2 weeks pending outcome of progress on unsafe structure. 2. 45 Uncas Street: Gary Schnip spoke to Corporation Counsel stated that an Attorney from Corporation Counsel office is seeking a court order to allow demolition of the carriage house. 3. 117 Broad Street garage: Jim Troeger informed the Board that the demolition has been complete. 4. 98 Washington Street-Cassidy house: Jim Troeger notified the Board that the owner has been sick and will be at the next scheduled meeting in March. He also stated that work has been done to the underside of the porch. 5. 120 Laurel Hill: Contractors have been seen on the property. As of yet there has not been any work done to the porch. Referred to Ed Martin for further action. 6. 88 Prospect Street: The property owner has received citations for the Page1 of 2 Last Revised 12/8/2009 3:36 PM  property and had a hearing. The decision against the property owner for rubbish was issued on February 22, 2020. 7. 182 Central Avenue: Mr. Schnip stated that there is an accumulation of junk on the sidewalk. Referred to Ed Martin for further action. 8. 60 Broad Street: Property may have been sold. Work has not commenced as of yet. 9. 17 West Town Street: Scaffolding still on property. Jim Troeger stated that the owner was sent a letter. He also told the Board that since the property is in a historic district maybe they could help with the requests to the owner to remove the scaffolding. 10. Tarryk Farm: Many complaints have been received from Byron Brook opponents. It has been determined that the property is secure with a chain link fence and there is nothing the Building Department can do at this time. Jim Troeger suggested that the members take a drive by and make recommendations at the next meeting. 11. 36 Twelfth Street: Property is being used as a ½ way house. Jim will have the Zoning Department check to see if it is legal 6. Public Comments: Jim Troeger received a complaint from the NPD regarding 554 East Main Street. Jim showed the Board pictures of the roof that has caved in. Mr. Schnip stated he would like for the building to be condemned. Jim and Ed Martin will work on a condemnation letter and possibly place a fence around the property due to the close proximity of the school. They will also be invited to the next scheduled meeting. 7. Agenda Setting and Adjournment: The agenda for the 3/24/10 meeting was set.
