BOARD OF REVIEW, DANGEROUS BUILDINGS
MINUTES OF THE May 26, 2010 REGULAR MEETING
Committee members present: Chairman Gary Schnip, Sofee Noblick, Jim Quarto
Richard Caron and Andy Zeeman.
Committee members not present: All present
Others present: James Troeger, Alderman Tucker Braddock and Darlene Fedus-
Papineau
The meeting was called to order at 5:30. A quorum was present and all members
present were voting.
Agenda items 1, 2 & 3:
The minutes of the April 28, 2010 meeting were reviewed. Upon motion by
Tucker Braddock and second by Sofee Noblick, the Committee voted
unanimously to approve the minutes as amended.
4. Communications: Mr. Schnip gave a copy of the Code of Ethics to each
member that was received from The City Managers Office.
5. Blight updates/concerns:
1. 105 Stonington Road: Mr. Troeger told the Board that the fire
Department is not interested in a controlled burn. The building is secure and
the grass has been maintained.
2. 45 Uncas Street: Mr. Troeger stated that the case has again been continued
in order for the property owner to obtain an attorney. Mr. Troeger has spoken
to Dale Plummer who states he has no objection to the shed being
demolished. Dale Plummer suggested the Board get a note from the Historic
District stating this. Owner states property is on National Historic Register not
on Local Historic Register.
3. 98 Washington Street-Cassidy house: The Board will invite the property
owner to the next meeting scheduled for June 23, 2010. Mr. Martin will have
a list of violations related to the property for that meeting.
4. 554 East Main Street: It has been noted that the glass is blowing out of the
windows due to high winds. The power has been shut off to the building. Mr.
Martin sent out a citation because owner has not complied. Blight Issue
5. 1 Rockwell Terrace and 241 Broadway- Mr. Troeger, Gary Schnip and
Tucker Braddock will inspect by driving by. Mr. Troeger stated there was little
he could do code wise with both properties.
6. 8 West Town Street- Mr. Troeger spoke to Barry Ellison who informed him to

call the State of CT. Survey and Boundaries Division to determine if its on
State Property. Mr. Schnip stated it is behind the sidewalk and is not sure
who is responsible.
7. 631 North Main Street- This property owned by Gary Ritacco was referred to
Ed Martin. Sofee noted that it is still messy and the weeds are high. Blight
Issue.
8. 77 Chestnut Street-Mr. Troeger spoke to Corporation Counsel who stated
that the Board of Review could write a letter to the City Counsel expressing
their concerns with the property. Mr. Troeger will set up a meeting with Joe
Ruffo, City Manager and FD Chief to discuss funding options. Mr. Braddock
asked if there were environmental issues and will have Brownfield verbiage
for the June 23, 2010 meeting.
9. Foot of Fifth-Capehart-WATCH LIST
10. 30 Spaulding Street-ALL SET
11. 71 McKinley Ave-Mr. Troeger stated that the Building Department would be
taking down the barn because it is an immediate threat to public safety. A lien
will be placed on the property for the amount it costs the City per CC and the
funding will come out of the demolition budget. Demolition is set for the
middle of June 2010.
12. 26 Shipping Street-The underground storage tanks were removed. The roof
repairs have not been completed and the grounds are still a mess. A grant for
$200,000 was used for repairs.
13. 14 Butternut-Property is in probate. Holding off until August.
Sofee noted that Jean Tardiff of the Upper Greeneville Neighborhood Watch
wants the area of 374 Central Avenue and the corner of Twelfth Street checked.
The building is blighted and the property is strewn with garbage, grass and the
hedges are high.
14. Public Comments: None
15. Agenda Setting and Adjournment:
The agenda for the 06/23/2010 meeting was set. Upon motion by Sofee Noblick
and second by Jim Quarto the Committee voted unanimously to adjourn at 7:00
p.m.
