BOARD OF REVIEW, DANGEROUS BUILDINGS
DRAFT MINUTES OF THE NOVEMBER 16, 2011 MEETING
Committee members present: Gary Schnip, James Quarto, H Tucker Braddock, Richard Caron,
Andrew Zeeman, Atty. Samuel Browning
Committee members not present:
Others present: James Troeger.
1. Call to Order: Gary Schnip called the meeting to order at 5:35 p.m.
2. Determination of a Quorum: It was determined that a quorum was present.
3. Acceptance of Minutes from September 28, 2011: The minutes of the September 28,
2011 meeting were reviewed. Upon motion by Richard Caron, seconded by James
Quarto, the Board voted unanimously to approve the minutes as amended.
4. Communications: None
5. Blight updates/concerns:
A. 77 Chestnut Street – The property has been foreclosed and is now Norwich owned.
Barry Ellison will have a hazmat survey done and has orders to demolish the building. It
is a dangerous building. It may be connected to the adjoining building.
B. 53 Washington Street – The property was up for auction. Jim Troeger has been trying
to contact Amy Wickless for a status. Still hasn’t heard back so he does not have any
additional information at this time.
C. 15 Curran Street – There was an auction date set. Nothing from Amy Wickless yet.
There was a hearing and citation. The owner promised to start work but Jim hasn’t
received any plans yet. The yard has been cleaned up. The fine is still outstanding.
D. 105-122 Chestnut Street – It is a city building. There was an agreement for the
demolition of this but the plan is not being adhered to. The City is planning to take it
down. Will continue to try to get more information.
E. 143-145 Rockwell Street – No updates as of yet. It is clean and boarded up. There are
no time limits on repairs. It is an eyesore but as long as it is kept boarded up and the
property clean there is no recourse the City can take based on current building code.
Joe East believes a letter should be drafted by the Committee to the owner. They are
current on their taxes.
F. 45 Uncas – Work is still progressing but will keep this on the agenda for updates. Joe
East says the soffets and facia have been done.
G. School Street – Currently no status on this. Jim Troeger will get back on this to see
what the status is.
H. John Street – This is completed.

I. Washington Street – This is progressing.
J. 145 Wightman – The roof has been worked on. It has been covered with what may be
Tyvek. There are no permits yet. There have been no plans submitted.
K. Barn behind Staples – It is still leaning dangerously. Has let them know the City is
concerned about this building.
6. Public Comments: Samuel Browning believes there is a property being discussed without
the Committee and that this is something the Committee should look into so there are no
plans made by either the City behind closed doors without the Committee’s knowledge. Jim
Troeger will check with all 3 players.
7. Other: There is a tax bill on Rockwell Street. $2,710 it’s a half year tax due.
Tucker – there are 2 properties. They’re both gas stations. One is in East Great Plains on
West Main Street and the other is on Norwich New London Turnpike. There have been a
few calls to find out status. They’re both just sitting there. On West Thames Street the back
of the building looks like it’s going to fall over. The pumps are fenced but the kids are
hanging out there. 689 West Thames Street.
Andy Zeeman discusses the house on Broad Street where the garage (barn) is leaning
over. It is still there and leaning. Jim Troeger will look into it.
Andy Zeeman brings up the “Sanctuary of Love”. There is a partial new owner. He says
he’s a partner to the owner. Sofee believes the utilities should be off but it appears to be
connected.
Gary Schnip discusses the fire at Surefire on West Thames Street. They’ve covered the
doors and windows. What is their plan? Jim Troeger believes they plan to repair it.
Joe East discusses 15 Park Street. There was a fire. The roof has been removed. Jim
Troeger has sent him a citation. He will find out the status.
H Tucker Braddock asks the committee to drive by 2 Surrey Lane in East Great Plains.
Neighbors are calling so he would like the committee to try to see if they can catch the
owner there to talk about the property.
8. Agenda Setting – The next regular meeting is scheduled for 12/21/2011.
9. Adjournment: H Tucker Braddock motioned to adjourn, seconded by Jim Quarto. The
meeting was adjourned at 6:25 pm.
