BOARD OF REVIEW - DANGEROUS BUILDINGS MINUTES WEDNESDAY JUNE 25, 2014 5:00 p.m. Committee members present: Gary Schnip, Alderwoman Sofee Noblick, Joe East, Andrew Zeeman Committee members absent: James M. Quarto, Richard A Caron Sr. Others Present: James Troeger, Building Official; Jim Heist 1. Call to Order: Gary Schnip called the meeting to order at 5:00 p.m. 2. Determination of a Quorum: It was determined that a quorum is present. 3. Acceptance of Minutes. Upon a motion of Sofee Noblick, seconded by Joe East, it was unanimously voted to approve the minutes of May 28, 2014. Gary Schnip motioned to suspend the rules to add 241 Broadway, Mr. Hayman, to the agenda and discuss it now. The motion was seconded by Sofee Noblick and passed unanimously. Mr. Hayman of 241 Broadway states he has been working for a colleague and had not time to work on his property before. He stated he has time now and is going to order materials in the next few days. He requested a 2 month extension. Jim Troeger asked Mr. Hayman what he planned to do. Mr. Hayman stated he plans to re-roof it. 4. Communications: None. 5. Blight updates/concerns: a. 556 East Main Street – Jim Troeger stated that Mr. Wang’s wife is sick and he fell and broke his back. They’re trying to raise funds. They can’t do anything for the next few months. Jim Troeger stated he hasn’t sent a citation yet. The main building is secure and the fence is up. The junk can’t be seen from the street. The chimney seems to be leaning though. Joe East mentions that the owner was going to convert this to residential but he can’t do that without sprinklers. He may get around the parking issue since it would be mill enhancement. He asked if the owner has any other plans. Jim Troeger answers that the owner really wants to develop it. It is his dream. b. Broadway Barn – Jim Troeger states the owner still communicates weekly. She still plans to demolish it. She claims everyone wants the wood. He (Jim Troeger) is going to meet with Sharon (the owner) Saturday morning. He explained that she still needs a demo permit. It’s falling in so no 30 dy wait will be required. She claimed a 7/15 start for the demo. She plans to sell the wood and stone. Board of Review – Dangerous Buildings 6/25/2014 Minutes Page 2 Watch List: c. Mt. Pleasant Street behind Old Tymes – Jim Troeger spoke with Rodney. He has no money. The compressor broke down. He is applying for a DCDC matching grant. The asbestos is all done. He’s having much money trouble. Joe East mentions that the owner gave a deadline and hasn’t met it. Jim Troeger stated he will send a citation letter. d. 107-109 Baltic Street (Red house) – Jim Troeger states there is no change but the owner is keeping the grass cut. e. 72 Baltic Street Tarp – Jim Troeger states there is still a small patch of tarping. f. 17 West Town Street – The owner had a hearing 2 weeks ago. He came in with Atty Mark Mandell. He was asked to get moving. We want the property done. He works there often. He did submit a schedule. He was given an extension. If he doesn’t hold to the schedule fines will be assessed. g. 274 Prospect Street – Tarp – Jim Troeger states the tarp blew off and it’s still not fixed. h. 16 Fountain Street – Jim Troeger states there is a for sale sign. The front yard was trimmed. There is a full dumpster that has been there for a while. He hasn’t seen anyone working there in a few weeks. i. 117 Broad Street – Jim Troeger states the grass hasn’t been cut since last month. It has been vacant a long time (many years). Jim Troeger will try to contact the owner. j. 195 Broad Street – Vacant – Jim Troeger stated the grass is cut. A small piece of tarp is on the roof corner. Not awful looking from the street. k. Ed Belli on School Street – Jim Troeger states the owner had material delivered. He put a few rows of shingles on John Street. Yesterday there were 7 guys working but he couldn’t see what they did. Working but not consistently. The progress rate is so slow. He is still within his State required rate of progress. Joe East Joe East states he is citable but he doesn’t think the owner would continue and the City would get stuck with it. We need to find a way to get him working the building without leaving the property blighted. Jim Troeger will try to get him to clean up the blight. l. 11 Grove Street – Jim Troeger states there is a chain link fence in on top and some fill mounded up at the bottom. He talked to the guy who took out the permit. He thought it was done. m. 60 Sixth Street – Jim Troeger stated it is secure but paint is peeling and there is tall grass and the garage in the rear is in bad shape. He is unsure whose garage it is. Jim Troeger will give it to Ed. 6. Public Comments: 7. Other: a. Reprioritizing the Blight Lien Ordinance – Sofee Noblick states there will be a follow up meeting on 7/7 at 1 pm. From there it is hoped it will be on the 7/21 Council agenda. b. Gary Schnip brings up Case Street. The grass is too high. Jim Troeger will watch it and across the street. c. Gary Schnip brings up just left of Huntington School. Is it a chop shop? There is no grass. There’s a huge RV and many vehicles. d. Sofee Noblick brings up 320 Central – there are piles of furniture, high grass, and brush. 8. Next meeting – the next regularly scheduled meeting is Wednesday, July 23, 2014 9.
