BOARD OF REVIEW - DANGEROUS BUILDINGS MINUTES
WEDNESDAY AUGUST 27, 2014
5:00 p.m.
Committee members present: Gary Schnip, Alderwoman Sofee Noblick, James M. Quarto, Richard A
Caron Sr., Andrew Zeeman
Committee members absent: Joe East
Others Present: James Troeger, Building Official; Jim Heist
1. Call to Order: Gary Schnip called the meeting to order at 6:43 p.m.
2. Determination of a Quorum: It was determined that a quorum is present.
3. Acceptance of Minutes. Upon a motion of Sofee Noblick, seconded by Richard Caron, it was
unanimously voted to approve the minutes of June 25, 2014.
4. Communications – Email about 70 ½ Hunters Ave Garbage Cans
5. Blight updates/concerns:
a. 70 ½ Hunters Ave – Garbage Cans – Jim Troeger states that Ed Martin said he will handle it
b. 556 East Main Street – Jim Troeger states that both property owners are now
incapacitated. He is unsure how stern to be right now. He will send a cleanup letter that
the blighted building needs to be demolished. He will send a please be aware letter.
c. Broadway Barn – They are disassembling it.

d. Mt. Pleasant Street behind Old Tymes – Gary Schnip states the houses are down.
e. 107-109 Baltic Street (Red house) – Jim Troeger states there is no change but the owner is
keeping the grass cut and we are not getting any complaints.
f. 72 Baltic Street Tarp –
g. 17 West Town Street – Gary Schnip states the roof in on, the scaffolding is down, the
siding is repaired and the grass is cut.
h. 274 Prospect Street – Tarp – Jim Troeger states the tarp is down.
i. 16 Fountain Street – Jim Troeger will send a courtesy letter that outlines the upcoming new
blight lien ordinance and the implications that come with it.
j. 117 Broad Street – Rich Caron states the grass has been cut but that’s all.
k. 195 Broad Street – Vacant – Richard Caron states the roof is still shot. The grass is cut.
The back yard is really bad. Jim Troeger will send a courtesy letter.
l. Ed Belli on School Street – Gary Schnip states the owner is working on it.

m. 11 Grove Street – Jim Troeger states the owner dumped some more fill but it is still not
graded right. The weeds are growing big. He will send a maintenance letter to the
Church.re is a chain link fence in on top and some fill mounded up at the bottom. He talked
to the guy who took out the permit. He thought it was done.
n. Case Street – Gary Schnip states the grass is cut.
o. Left of Huntington School – Gary Schnip states it is cleaned up. They had removed the
camper but now it’s back.
p. 320 Central Avenue – Sofee Noblick states the bulky waste was taken but there is still a lot
of stinky nasty garbage.
6. Public Comments: None
7. Other:
a. Jim Troeger brings up 241 Broadway – The owners son expressed an interest in obtaining
and letting his dad stay there. A few weeks later a “friend” of Richard Hamar is upset about his
sons offer. She asked about community development funds. He has a 24,000 second
mortgage on it. He would qualify to get the roof re-done. The owner has no money. Jim
Troeger will send a courtesy letter.
b. Jim Heist brings up Fountain Street and states he will call with the house number.
c. Sofee Noblick brings up the Cassidy House at 98 Washington. A courtesy letter will be
sent.
d. Gary Schnip brings up the Hotel on 395 – Maybe a letter should be sent to the Council.
This is a good example of our new ordinance. The letter needs to express our concerns.
e. Gary Schnip brings up Hale Mill.
f. Sofee Noblick brings up 751 N. Main Street. There are piles of stuff everywhere,
g. Sofee Noblick brings up 60 6th Street. It has been empty 10 or more years. A courtesy
letter should be sent to the owner (Mary Jane Cieri).
h. Sofee Noblick brings up the final Property Management contract which is being finalized
with Bill Hathaway. Also, there was a very old procedure for acquired property that had to be
revised. We have another meeting in about a month.
8. Next meeting – the next regularly scheduled meeting is Wednesday, September 24, 2014
9. Adjournment: Upon motion of Andrew Zeeman, seconded by Sofee Noblick, it was
unanimously voted to adjourn at 7:27 p.m.

Hello again:
Just to let you know that the garbage cans at 70 1/2 Hunters Ave
have been on the street for 3 weeks. I took pictures last week;
tenants put garbage in cans on the street and the animals get into
the garbage and it is all over the sidewalk. Complaints have been
coming in for over two years now and the problem is still going on.
I looked up the owner - Doug York, PO box 63, Hopkinton RI. Isn't
there something we can do??? Our street looks awful. Thanks.
