BOARD OF REVIEW - DANGEROUS BUILDINGS MINUTES
WEDNESDAY SEPTEMBER 24, 2014
5:00 p.m.
Committee members present: Gary Schnip, Alderwoman Sofee Noblick, Richard A Caron Sr.,
Andrew Zeeman, Joe East
Committee members absent: James M. Quarto
Others Present: James Troeger, Building Official; Ed Martin, Blight Control/Housing Code
Enforcement Official; Jim Heist, H. Tucker Braddock Jr.
1. Call to Order: Gary Schnip called the meeting to order at 6:43 p.m.
2. Determination of a Quorum: It was determined that a quorum is present.
3. Acceptance of Minutes. Upon a motion of Sofee Noblick, seconded by Richard Caron, it was
unanimously voted to approve the minutes of August 27, 2014.
4. Communications – None
5. Blight updates/concerns:
a. 70 ½ Hunters Ave – Garbage Cans – This is not a dangerous buildings item.
b. 556 East Main Street – Jim Troeger sent a letter to the owner about the blight lien
ordinance update. The owner called to explain his own health concerns and his wife’s
health concerns. Jim Troeger explained something has to be done. The owner agreed to
get a plan in the works and meet with planning department. As of tonight’s meeting he has
not heard from the owner yet. Jim Troeger will make it official at 30 days with no reply.
c. Broadway Barn – It is almost half down.
Watch List:
d. 107-109 Baltic Street (Red house) – Jim Troeger states he has not heard from the owner.
Ed Martin states the owner has no money. The taxes are paid. The City is probably going
to have to demolish/deal with it. Ed Martin will call her to see if she’ll sign it over to the City.
e. 72 Baltic Street Tarp – Jim Troeger states it is the same and will send a courtesy letter.
f. 274 Prospect Street – Tarp – Jim Troeger states the tarp is gone.
g. 16 Fountain Street – Jim Troeger sent a courtesy letter to the owner John Grocki.
h. 117 Broad Street – Jim Troeger states there is nothing to report. Ed Martin states it is
vacant and secure.
i. 195 Broad Street – Vacant – Jim Troeger sent a courtesy letter. He will see the status at
30 days. Ed Martin states the roof is shot.
j. Ed Belli on School Street – Jim Troeger states it is the same for now. He will keep
watching it.

k. 11 Grove Street – Jim Troeger states there is nothing to report. It sold recently and he
doesn’t know the new owners yet. He is trying to find the Church. Ed Martin will send a
maintenance letter.
l. Case Street – Done.
m. Left of Huntington School – Ed Martin states they clean it up when they’re talked to.
They’re running a business out of there but they can’t catch him. The camper is registered.
There is a membrane structure. Zoning is sending letters.
n. 320 Central Avenue – Ed Martin states the owner came to the office. They’ve cleaned
80%. They just won’t pick up the trash. The owner wanted us to drop the fees but we are
not willing.
o. 241 Broadway – Jim Troeger talked with the Senior Center. She is meeting with the owner.
He is holding off on the courtesy letter until then.
p. 98 Washington – Cassidy House – Jim Troeger talked with the owner today. They claim
they are working inside. They stated they will put railings back on the porch. They will
finish the roof on the porch, railings, siding and paint. Jim Troeger will send a letter to get
these done or sell the property. JT will invite the owner to the 10/22/2014 meeting.
q. Hotel at 395 – Jim Troeger states that Peter said with the blight ordinance in effect we will
go after them for the site.
r. Hale Mill – Jim Troeger drove by. There is equipment in the yard. It may be blight. Jim
Troeger will start addressing this with a courtesy letter.
s. 60 6th Street – This is City Owned property. Sofee Noblick talked to Alan Bergren. The
property management and property maintenance agreement is ready to be signed.
6. Public Comments: None
7. Other:
a. Blight Lien Ordinance – Ed Martin states they are working out some final verbiage with it.
Mainly the appeals process. It should be done around Friday.
b. Property Management Contract – Discussed in 5 s above.
c. Richard Caron brings up the Otrobando Barn. (Watch List)
d. Andrew Zeeman brings up 631 West Main. The lot we sold. The grass is still not cut since
the sale. Gary Schnip will call and talk to the owner.
e. Joe East brings up 61 Lincoln Avenue porch. Jim Troeger has a citation and will update the
citation.

f. Andrew Zeeman brings up the burned house on Washington. We started citations. We’re
starting over with violation so we are a top priority lien.
g. Sofee Noblick brings up the corner of 11th and Main. A 5 family. 526? NPU is foreclosing
and it was condemned by the Fire Department.
8. Next meeting – the next regularly scheduled meeting is Wednesday, October 22, 2014
9. Adjournment: Upon motion of Sofee Noblick, seconded by Richard Caron, it was unanimously
voted to adjourn at 7:22 p.m.
