BOARD OF REVIEW - DANGEROUS BUILDINGS MINUTES
WEDNESDAY OCTOBER 22, 2014
5:00 p.m.
Committee members present: Gary Schnip, Alderwoman Sofee Noblick, James M. Quarto, Andrew
Zeeman, Joe East
Committee members absent: Richard A. Caron Sr.
Others Present: James Troeger, Building Official; Jim Heist; H. Tucker Braddock Jr.
1. Call to Order: Gary Schnip called the meeting to order at 6:28 p.m.
2. Determination of a Quorum: It was determined that a quorum is present.
3. Acceptance of Minutes. Upon a motion of Sofee Noblick, seconded by James Quarto, it was
unanimously voted to approve the minutes of September 24, 2014 with one correction.
4. Communications – None
5. Blight updates/concerns:
a. 70 ½ Hunters Ave – This was done. Remove from list.
b. 556 East Main Street – James Troeger states James Wang (Mr. Gianchi) came in 10/8 and
met with Tianne. Said he didn’t know his parking issue would be ok.
c. Broadway Barn – James Troeger states progress is slow but it is almost down.
Watch List:
d. 107-109 Baltic Street (Red house) – James Troeger states Ed Martin has been trying to get
in touch with her. She is not responding as of yet.
e. 72 Baltic Street Tarp – James Troeger and Ed Martin met with Kim McGee (attorney) about
the wording of the blight lien cover letter. They are still waiting for it. No tarp letters have
gone out yet. Jim will get on Ed to send them out.
f. 274 Prospect Street – Tarp – James Troeger states the tarp is down and the lawn is
mowed. This can be removed from the list.
g. 16 Fountain Street – James Troeger states the owner is selling to Ed Belli. The closing is
supposed to be on the 30th.
h. 117 Broad Street – James Troeger states there is no change but the property is being
maintained..
i. 195 Broad Street – Vacant – James Troeger states the bank is working on getting
estimates for repairs where the tree hit it.
j. Ed Belli on School Street – Property # is 56. James Troeger states they are still working
there sporadically.
k. 11 Grove Street – James Troeger states this now belongs to Sword of the Spirit Ministries
in Woodbridge, CT. It has been referred to Mike Driscoll (attorney).

l. Case Street – This is done and can be removed.
m. Left of Huntington School – James Troeger states they are at it again. Tianne is trying to
work on this.
n. 320 Central Avenue – Garbage Issue - Sofee Noblick states the there is still a lot of stinky
nasty garbage and the grass is all up again. The handrail is broken off. This could consist
of unsanitary conditions. Maybe Uncas Health should be involved.
o. 241 Broadway – James Troeger states Richard Hamar is still in PA. The senior center is
still trying to work with him. He hasn’t sent the courtesy letter as of yet. Jim will send it out
now.
p. 98 Washington – James Troeger states Gloria Warheide did some repairs to the front
steps. She was invited to the meeting but couldn’t make it. Jim will invite her to the
December 17 meeting.
q. Hotel at 395 – James Troeger states it was to be a Hampton Inn. Ed Martin is citing them
for tall grass as soon as he gets that cover letter from Kim McGee (attorney).
r. Hale Mill – James Troeger spoke with the owner. There is much concern about the
vehicles in the yard. The owner is working on cleaning them up. Jim is sending a courtesy
letter.
s. 60 6th Street – James Troeger still isn’t sure who owns this property (City or other). A
courtesy letter will be sent as soon as he can confirm the City doesn’t own it.
6. Public Comments: None
7. Other:
a. Reprioritizing the Blight Lien Ordinance – Sofee Noblick asks if any blight letters have gone
out yet. James Troeger states not yet. Ed Martin wanted the cover letter re-worded. Ed did
cite 218 Washington.
b. Property Management Contract – No update as of yet.
c. 2015 Meeting Schedule – Upon a motion of Andrew Zeeman, seconded by Joseph East, it
was unanimously voted to approve the 2015 Meeting Schedule with no November meeting and
the December meeting being held on the 16th of December instead of the 23rd of December.
The motion passed unanimously.
8. Next meeting – the next regularly scheduled meeting is Wednesday, December 17, 2014
9. Adjournment: Upon motion of Andrew Zeeman, seconded by James Quarto, it was
unanimously voted to adjourn at 7:21 p.m.

Union Street at 5:00 p.m. on the dates listed below:
