BOARD OF REVIEW - DANGEROUS BUILDINGS MINUTES
Wednesday, November 29, 2017

Committee members present: Alderman H. Tucker Braddock Jr., James Heist, Sofee Noblick
James Quarto, Gary Schnip, Darryl Wickham and Building Official James Troeger
Committee members absent: None
Others Present: Alderwoman Stacy Gould and City Planner Deanna Rhodes
Citizens Present: None
1. Call to Order: Gary Schnip called the meeting to order at 5:52 PM.
2. Determination of a Quorum: It was determined that a quorum was present.
3. Acceptance of Minutes: On a motion by Alderman Braddock, seconded by Jim Heist, the
minutes of October 25, 2017 of the Board of Review (BOR) were unanimously approved as
presented.
4. Public Comment: None
5. Communications: None
6. Blight updates/concerns:
a) 62 North Main Street: Jim T reported no progress. Citations have been issued and fines
are accumulating. The history of the property was discussed. This is a five family house.
It was also discussed that the fire marshal has placed it on the Do Not Enter list. The
taxes have been paid.
Jim T will research when the fines will reach the point that the city can take action. He will
bring the amount of current fines and tax status on all blight properties on the BOR list to
the next meeting.
b) 554-556 East Main Street: Jim T reported the judgement was made in the city’s favor.
The owner is appealing and it could be in court for another full year.
c) 337-341 Main Street (YMCA): Deanna reported she has called other YMCAs and other
organizations regarding the property. She has coordinated efforts with Bob Mills of the
Norwich Community Development Corporation (NCDC).
d) 26 Elijah Street: Alderwoman Gould reported taxes have not been paid since 2011.
Deanna will follow up.
e) 109 Baltic Street: Jim T reported Mel Weiss demolished the building.
f) Jordan’s Retaining Wall: Jim T reported there is no progress.
g) 209 Boswell Avenue: Jim T had no new report.
