BOARD OF REVIEW - DANGEROUS BUILDINGS MINUTES
Wednesday, February 27, 2019, 5:00 PM
Committee members present: Chair Gary Schnip, Alderwoman Stacy Gould, Tucker Braddock, James
Heist, James Quarto and Darryl Wickham
Committee members absent: None
Others Present: Building Official James Troeger and Blight Officer Brittany Williams
1. Call to Order: Chair Gary Schnip called the meeting to order at 5:11 PM.
2. Determination of a Quorum: It was determined that a quorum was present.
3. Acceptance of Minutes: On a motion by Alderwoman Gould, seconded by Tucker Braddock, the
minutes of the January 23, 2019 meeting of the Board of Review (BOR) were approved as presented.
4. Public Comment: None.
5. Communications: None
6. Blight updates/concerns:
a) 62 North Main Street: No change.
b) 554-556 East Main Street: No change.
c) Jordan’s Retaining Wall: No change.
d) 38 West Main Street, Marina Towers: No change.
e) 61 Lincoln Avenue: No change.
f) 87 5th Street: Blight Officer Britt Williams reported that the water heater has been removed.
g) 34-36 Slater Avenue: No change.
7. Watch List:
a) 231 Broadway: Britt reported that the power has been turned on. Citations continue on the
outside condition of the building.
b) 6 Huntington Avenue (storage structure): No change.
c) 253 Broadway: Flooding damaged the entire home.
d) 241 Broadway: Building Official Jim Troeger reported that there is progress being made on the
renovation.
e) 337 – 341 Main Street (YMCA): No change.
f) 7 Woodlawn Terrace: No change.
8. Foreclosure in Progress:
a) 29 Boswell Avenue: Alderwoman Gould reported Fred Allyn now has the property for sale.
b) 26 Elijah Street: Alderwoman Gould reported this foreclosure is complete.
c) 31-33 Cliff Street: Alderwoman Gould reported this property is on the tax sale list.
d) 62 Plain Hill Road: No change.
9. City Owned Properties:
a) 270 West Thames Street: No change.
b) 13 Baltic Street: Alderwoman Gould reported that the city has ownership. According to Attorney
Wickless March 4, 2019 will be the end of the quiet title action. It is still with the realtor.
c) 11 Lake Street: No change.
d) 482-492 Norwich Avenue: Alderwoman Gould reported that the property disposition committee
recommended to sell the property.
e) 43 Fountain Street: Alderwoman Gould reported this property went to Realtor Fred Allen on
January 7, 2019.
f) 504 East Main Street: No change.
g) 702 New London Turnpike: No change.
h) 23 Whitaker: No change.
i) 212 Prospect Street (NPU): No change.
j) 36 Huntington Avenue: Alderwoman Gould reported this property will go through the property
disposition process.
10. Other:
a) Public Works Committee (PWC) Report: Alderwoman Gould had no further report.
b) RFP Checklist: No activity.
c) Building Official Jim Troeger and Blight Officer Brittany Williams raised ideas around increasing
accountability of owners of blighted properties. The BOR reviewed the city’s code and ordinances
relating to the Board of Review. The effectiveness of the format of the BOR meetings was
discussed at length. A master blighted properties list will be created and monitored at the monthly
meetings. The BOR will prioritize properties based on condition and code violations in order to
create the most impact with the BOR’s involvement.
11. Next meeting: The next regular meeting will be Wednesday, March 27, 2019 at 5 PM.
12. Adjournment: On a motion by Tucker Braddock, seconded by Jim Quarto, the Board of Review
unanimously adjourned at 7:08 PM.
