BOARD OF REVIEW - DANGEROUS BUILDINGS MINUTES
Wednesday, June 26, 2019, 5:00 PM
Committee members present: Chair Gary Schnip, Alderwoman Stacy Gould, Tucker Braddock, James
Heist and James Quarto
Committee members absent: Darryl Wickham
Others Present: Building Official James Troeger and Blight Officer Brittany Williams
1. Call to Order: Chair Gary Schnip called the meeting to order at 5:23 PM.
2. Determination of a Quorum: It was determined that a quorum was present.
3. Acceptance of Minutes: On a motion by Tucker Braddock, seconded by Alderwoman Gould, the
minutes of the April 24, 2019 meeting of the Board of Review (BOR) were unanimously approved as
presented.
4. Public Comment: None
5. Communications: Jim Troeger reported that he sent Barbara Jordan a letter citing the concerns with
the retaining wall. He asked contractors to look at it and give her estimates. He will continue to follow-
up and report back to the BOR.
6. Dangerous Buildings and Blight Concerns:
6 Huntington Avenue: Blight Officer Brittany Williams reported the owner is upside down on the
mortgage. She reached out to the bank and is hoping they can give assistance to remediate the blight
conditions.
8 West Town Street: Britt reported that the front siding is due to be fully repaired by early July. The
owners are making progress. She has information on the vehicles, as well.
98 Washington Street: Britt reported that the fines started again for this year and will continue to
accrue. Tucker will follow-up with Gloria Warheide. This is the historic Cassidy House. Discussion
ensued on the potential for available funding for this historic property.
11 Lake Street: Alderwoman Gould reviewed the history of the blight conditions and actions of this
committee pertaining to this property.
212 Prospect Street: Alderwoman Gould reported this home is in an historic district. NPU will have Mel
Weise clean it out. Once the house is clean, a decision will be made on disposition.
504 East Main Street: Alderwoman Gould reported this house will be demolished by NPU.
Corner of Washington Street and Lafayette Street: Britt reported that DPW trimmed around the
sidewalk. Britt has been in contact with the owner. The city can increase fines.
16 Falls Avenue: Alderwoman Gould reported this is going up for auction to a qualified bidder.
29 Boswell Avenue: Alderwoman Gould reported that the city council approved the sale of this property.
26 Elijah Street: Alderwoman Gould reported this has been foreclosed upon.
31-33 Cliff Street: Alderwoman Gould reported this home is going through the tax auction.
482-492 Norwich Avenue: Alderwoman Gould reported that on June 17, 2019 the City Council gave the
City Manager authorization to enter into a Purchase and Sale Agreement on the property.
43 Fountain Street: Alderwoman Gould reported that on June 17, 2019 the City Council gave the City
Manager authorization to enter into a Purchase and Sale Agreement on the property.
36 Huntington Avenue: Alderwoman Gould reported that this house is historic and cannot be
demolished.
7. Other:
a) Public Works Committee (PWC) Report: Alderwoman Gould reported there are three more city
properties that have been listed with Fred Allyn: 13-15 South A Street, 253 Broad Street and 28
Cedar Street. Three more properties are being cleaned out and will be put up for sale: 87 5th
Street, 8 Garfield Avenue and 48 Hinckley Street. Mel Weise is cleaning them out.
b) Committee Priorities and Format: Not addressed.
c) Other: Discussion ensued on Habitat for Humanity. Jim T will find a contact for the BOR.
8. Next meeting: The next regular meeting will be Wednesday, July 24, 2019 at 5 PM.
9. Adjournment: On a motion by Jim Heist, seconded by Jim Quarto, the Board of Review unanimously
adjourned at 6:28 PM.
