MINUTES OF NORWICH ETHICS COMMISSION MEETING January 11, 2016 MEMBERS PRESENT Christopher Dixon Kathryn Lord Patrick McMahon Carol Menard MEMBERS ABSENT None ALTERNATES PRESENT None ALTERNATES ABSENT None OTHERS PRESENT Claire Bessette - Member of the Press Melinda Wilson - Recording Secretary 1. Call to order: Carol Menard, Chair, called the January 11, 2016 meeting to order at 5:01 P.M. 2. Determination of Quorum: It was determined a quorum was present. 3. Approval of Minutes: On a motion by Patrick McMahon, seconded by Kathryn Lord, the minutes of the December 14, 2015 were unanimously approved as presented. 4. Citizen Comment: None 5. New Business: Complaint 2015-4 and Complaint 2015-5 6. Old Business: None 7. Executive Session: On a motion by Patrick McMahon, seconded by Chris Dixon, the Ethics Commission unanimously entered Executive Session to review Complaints 2015-4 and 2015-5 at 5:04 PM. The Ethics Commission came out of executive session at 5:35. On a motion by Patrick McMahon, seconded by Chris Dixon, the Ethics Commission voted to enter a finding of no probable cause into the record for Complaint 2015-4. Kathryn Lord recused herself from the vote.  On a motion by Chris Dixon, seconded by Pat McMahon, the Ethics Commission voted to enter a finding of no probable cause into the record for Complaint 2015-5. Kathryn Lord recused herself from the vote. Following the determination of no probable cause, the Chair ordered the files closed as per ordinance. Letters will be sent to the complainants and respondents advising them of the Commission's findings. 8. Adjournment: On a motion to adjourn by Chris Dixon, seconded by Patrick McMahon, the Ethics Commission adjourned at 5:40 PM.
