MINUTES OF NORWICH ETHICS COMMISSION MEETING February 8, 2016 MEMBERS PRESENT Robert Ballard Christopher Dixon Kathryn Lord Patrick McMahon Carol Menard MEMBERS ABSENT None ALTERNATES PRESENT None ALTERNATES ABSENT Gregory Schlough OTHERS PRESENT Claire Bessette - Member of the Press Melinda Wilson - Recording Secretary 1. Call to order: Carol Menard, Chair, called the February 8, 2016 meeting to order at 5:00 P.M. 2. Determination of Quorum: It was determined a quorum was present. 3. Approval of Minutes: On a motion by Patrick McMahon, seconded by Chris Dixon, the minutes of the January 11, 2016 were unanimously approved as presented. Mac Ballard abstained due to non- attendance. 4. Citizen Comment: None 5. New Business: Complaint 2015-6 6. Old Business: Due to health reasons Patrick McMahon will submit his resignation from the Ethics Commission to the Mayor tomorrow, February 9, 2016, effective immediately. Greg Schlough will become a full member. There will be two alternate position vacancies. 7. Executive Session: On a motion by Patrick McMahon, seconded by Carol Menard, the Ethics Commission unanimously entered Executive Session to review Complaint 2015-6 at 5:02 PM. The Ethics Commission came out of executive session at 6:00 PM. On a motion by Patrick McMahon, seconded by Mac Ballard, the Ethics Commission unanimously voted to enter a finding of no probable cause into the record for Complaint 2015-6.  Following the determination of no probable cause, the Chair ordered the file closed as per ordinance. Letters will be sent to the complainants and respondent advising them of the Commission's findings. 8. Adjournment: On a motion to adjourn by Chris Dixon, seconded by Patrick McMahon, the Ethics Commission adjourned at 6:01 PM.
