MINUTES OF NORWICH ETHICS COMMISSION MEETING October 11, 2016 MEMBERS PRESENT Christopher Dixon Kathryn Lord Carol Menard MEMBERS ABSENT Robert Ballard Gregory Schlough ALTERNATES PRESENT Anthony Black ALTERNATES ABSENT None OTHERS PRESENT Melinda Wilson - Recording Secretary 1. Call to order: Carol Menard, Chair, called the October 11, 2016 meeting to order at 5:00 PM. 2. Determination of Quorum: It was determined a quorum was present. Anthony Black was seated as a Member. 3. Approval of Minutes: On a motion by Chris Dixon, seconded by Kathryn Lord, the minutes of the August 8, 2016 were unanimously approved as presented. 4. Citizen Comment: None 5. New Business: Carol announced there is a new case. Letters are going out to the respondent and claimant. This case will be reviewed at the November 14, 2016 meeting. Carol presented a proposed schedule for the 2017 Ethics Commission meetings with recurring meetings on the second Monday of each month, except Tuesday, October 10, 2017 due to the Columbus Day holiday. On a motion by Kathryn Lord, seconded by Anthony Black, the 2017 meeting schedule was unanimously accepted as presented. Anthony asked for confirmation that the full Ethics Commission procedures were posted on the City’s website. Carol confirmed that the complete procedures document is, in fact, available on the City’s website. Kathryn asked about another Alternate Member being appointed. Carol will contact Mayor Deberey Hinchey about the City Council appointing a second Alternate Member. 6. Old Business: None 7. Adjournment: On a motion to adjourn by Kathryn Lord, seconded by Chris Dixon, the Ethics Commission adjourned at 5:11 PM.
