Call to Order
• Chairman Caulfield called the July 20, 2016 meeting of the Norwich Golf Course
Authority to order at 7:03 p.m.
Minutes
• A motion to accept the minutes of the June 15, 2016 meeting was made by Mr.
DiBattista, seconded by Mr. Mereen and approved unanimously.
Financial Report
Sandra Kuchta presented the financial report.
Revenues for the month of June 2016 were $144,862.82 compared to budgeted
revenues of $148,901.10, $4,038.28 under budgeted revenues and $1,202.58
under June 2015 revenues.
Year to date revenues through June 2016 were $662,984.57 compared to
budgeted revenues of $650,942.12, $12,042.45 over budgeted revenues and
$26,089.25 over year to date June 2015 revenue.
Expenses for the month of June 2016 were $123,434.51, compared to budgeted
expenses of $129,469.67, $6,035.16 under budgeted expenses and $407.63 under
June 2015 expenses.
Year to date expenses for June 2016 were $556,444.17 compared to budgeted
expenses of $551,922.80, $4,521.37 over budgeted expenses and $19,259.86 over
year to date June 2015 expenses.
Revenues in excess of expenses in the month of June 2016 were $21,428.31.
Revenues in excess of expenses year to date through the end of June 2016 by
$106,540.40, compared to a budgeted figure of $99,019.32, $7,521.08 over the
budgeted figure.
The cash balance at the end of June 2016 was $161,675.74.
A motion to accept the financial report was made by Mr. Podurgiel, seconded by
Mr. DiBattista, and approved unanimously.
CORRESPONDENCE
No correspondence presented.
CADDY SHACK
Ms. Kuchta and Mr. Svab reported that the Caddy Shack lease is paid in full
through the end of July 2016.

Mr. Morse advised that the planted flowers have generally done well although
slug infestation has caused damage to some of the displays. New ornamental
installations had been made on the 4th and 7th holes and are holding up well.
• Budget Committee
No report presented.
• Superintendent’s Report
Mr. Morse reported on gypsy moth activity. This continues to be a risk to the
course. It appears there will be at least two generations of gypsy moth this year.
Thus far the course has escaped significant damage. Maintenance is being
particularly watchful of the oaks at the course and have sprayed and pulled egg
masses off a number of oak trees. There are too many oaks at the course to
effectively treat all of them.
Mr. Morse reported on lighting problems at the maintenance building in the
yard, the problem is becoming apparent due to the early arrival of staff. He
recommended that several of the existing lights be replaced with LED’s and he
has an estimate on the cost of the work of $1,200. A motion was made by Mr.
Battista to approve the expenditure of up to $1,300 to replace lighting as
necessary in the maintenance department lot. This motion was seconded by Mr.
Mereen and approved unanimously.
• Pro Manager’s Report
Mr. Svab reported that arrangements were being made to do some additional
pruning at the golf course probably to be completed within the next month.
The Member Guest Event was very successful and generally enjoyed.
The junior clinic, with NFA’s cooperation, has been a success and has benefitted
both the instructor and the instructees.
Mr. Svab reported on the Norwich Invitational which had a very large turnout
this year. It went off well and was a great event from all perspectives.
• Member’s Club
Mr. Malouf again raised a question about placing port-a-potty’s on the course to
supplement the existing bathroom facilities. He also indicated that the Member’s
Club has received complaints about the condition of some of the sand traps which
are nearing the lining level or contain a number of rocks.
OLD BUSINESS
Mr. Mereen reported on the meetings and review which continues with respect to
irrigation issues at the golf course. Recently there was another meeting with
engineers and discussions about test wells and measuring both the volume of
water produced at the wells and any consequential effect on surface water or
subsurface water at the course. He pointed out that the Authority would need to
consider any reduction in the surface or subsurface water as a result of drawing
water from wells as something would make it more difficult to get the necessary
permits. He also indicated that we should soon file appropriate applications with
the DEEP to allow the DEEP to do an early review of the project including studies
on the National Diversity Database. He would like to present an overview of the
project to the city council at an early meeting and will seek to have a resolution
introduced at the council to permit the city manager to sign off on applications in
support of this project.

seconded by Mr. Mereen, and approved unanimously.
