Mereen Charles Whitty Richard Podurgiel Michael Driscoll (7:20 p.m.) Richard Strouse David DiBattista Bob Malouf Angelo Yeitz Others Present Mike Svab, Pro Manager Bruce Morse, Superintendent Sandy Kuchta, Finance Department Ray Lathrop, Member’s Club Call to Order • Chairman Caulfield called the meeting to order at 7:00p.m. Minutes • A motion to approve the minutes of the August 15, 2018 meeting was made by Mr. Mereen, seconded by Mr. DiBattista, and approved unanimously. Financial Report • Ms. Kuchta presented the financial report. Revenues for the month of August 2018 were $120,979.02 compared to budgeted revenues of $131,218.00, $10,238.98 under budgeted revenues and $643.97 over August 2017 revenues. Year to Date (YTD) revenues for August 2018 were $753,972.53 compared to budgeted revenues of $848,876.00, $94,903.47 under budgeted revenues and $73,800.50 under YTD August 2017 revenues. Expenses for the month of August 2018 were $96,270.37 compared to budgeted expenses of $124,125.85, $27,855.48 under budgeted expenses and $22,322.68 under August 2017 expenses. YTD expenses for August 2018 were $728,693.90 compared to budgeted expenses of $768,253.07, $39,559.17 under budgeted expenses and $79,695.11 under YTD August 2017 expenses. Revenues exceeded expenses in the month of August 2018 by $24,708.65, which was over budget by $17,616.50. YTD revenues exceeded YTD expenses as of August 2018 by $25,278.63, which was under budget by $55,344.30. Items of interest on the balance sheet are: a. Interfund Loan Obligations have increased by $1,469.50. Total balance at the end of August 2018 is $69,368.63. Construction in progress has increased by $1,469.50 (for water project). b. You will see a reduction in the Dime Bank loan (for the lighting project) in the amount of the monthly payment made in August. c. The Due to General Fund is the NGCA’s cash balance as of August 31, 2018. An amount in the Liability Section means the cash balance is negative and owed to the City. d. The balance in Accounts Payable (product/services that have been purchased but have not yet been paid for as of August 31, 2018) is $22,684.60. e. $400.00 is due to the Member’s Club The cash balance at the end of August 2018 was ($22,561.20). This amount is owed to the City. The restaurant lease balance was paid in full as of the end of August 2018. A coupon swap has covered the September lease payment with $650.00 on balance towards the October lease payment. A motion to approve the report was made by Mr. Malouf, seconded by Mr. Podurgiel, and approved unanimously. Correspondence • Chairman Caulfield reported receipt of a thank you letter sent to the members of the Authority individually by Jack Malone and the SCADD Tournament. COMMITTEE REPORTS • Caddy Shack Ms. Kuchta reported on the Caddy Shack lease payments as detailed in the financial statement. A motion to accept this report was made by Mr. Malouf, seconded by Mr. DiBattista, and approved unanimously. • Chairman’s Report No report presented. • Water Conservation Report Mr. Mereen reported that the project is moving forward with the 72 hour draw down test to be conducted in the near future. Mr. Mereen distributed a summary of the items remaining on the project. The estimated costs for the completion of the project is $552,500. Mr. Svab reported on his lengthy conversation with Rob Good, Senior Supervising Hydrogeologist including Mr. Good’s opinion that there remains a possibility that the project can be for the 2019 season. • Clubhouse Committee No report presented. • Greens Committee No report presented. • Planning Committee No report presented. • Marketing Committee No report presented. • Beautification Committee Mr. Podurgiel extended his personal thanks as well as that of the Authority to Mr. Rob Cardini for the multiple beautification and landscape improvements to the Norwich Golf Course which he has donated this year and over the past several years. • Budget Committee Mr. Whitty reported on a budget committee meeting held September 14, 2018 of which City Manager John Salomone was present. Among other things, the committee expressed its concern over the need to replace maintenance equipment to ensure proper maintenance of the golf course. Mr. Whitty also reported that the budget committee is beginning the process of developing the 2019 revenue, expense budgets. • Maintenance Subcommittee Mr. Morse reported that the maintenance crew has spread topsoil and seeded portions of the right hand side of the fourth hole, this being an optimal time to grow grass in that area. • Superintendant’s Report Mr. Morse presented a quote to strip down and repair the first tee provided to him by Harborview Excavation, LLC. The need for repairs to the first tee were discussed and Mr. Morse will obtain at least two additional quotes. Proposals will be reviewed and possible action considered. Mr. Morse distributed a letter from the Connecticut State Golf Association providing information explaining the effects on golf courses of the difficult and stressful summer weather conditions experienced during the 2018 season. Mr. Morse expressed his opinion that this has been the most difficult weather year the course has experienced since 1983. Mr. Morse’s report and the materials distributed were informative. • Pro Manager’s Report Mr. Svab noted that the month of September has been busy whenever the weather has been cooperative. Mr. Svab also reported that an emergency call was placed to a plumber when a grease blockage in the plumbing system caused a backup. The NFA Wildcat Scramble event has been postponed indefinitely with the tournament taken off the schedule. • Member’s Club Mr. Lathrop advised the Authority that elections for the Member’s Club Board of Directors will take place next month. With President Homiski having completed his term of office there will be new members. Mr. Lathrop also noted that there are number of members in the Member’s Club with expertise and experience in multiple disciplines who would be willing to assist the Authority when such help is needed. Adjournment A motion to adjourn the meeting at 8:20 p.m. was made by Mr. DiBattista, seconded by Mr. Malouf, and approved unanimously.
