Mereen Michael Driscoll Bob Malouf Richard Podurgiel Charles Whitty David DiBattista Angelo Yeitz Others Present Mike Svab, Pro Manager Bruce Morse, Superintendent Rob Good, of WSP Ray Lathrop, Member’s Club Call to Order • In the absence of Chairman Caulfield, Vice Chairman Strouse called the February 14, 2019 special meeting of the Norwich Golf Course Authority to order at 5:30p.m. Minutes • Rob Good addressed the Authority and presented information with respect to the alternate water conservation project. Two test wells have been developed at the course, each producing in excess of 250 gallons per minute flow. The required flow for the project is at least 175 gallons per minute to produce a daily production of 250,000 gallons. Water production at the course should easily meet this goal. In order to receive a diversion permit allowing a draw-down of such a quantity of water the DEEP requires a test consisting of continuous pumping for 72 hours during seasonal low flow conditions. A primary concern is the effect of the diversion of water will have on Trading Cove Brook, and gauges have been installed there to quantify flow. The excessively wet conditions in 2019 have prevented the required 72 hours testing and appear likely to do so for some time yet. At the present time, the  water flow in the brook is approximately 10 times that necessary to perform the test required for diversion permit. Modeling has been completed showing any effects on ground waters but the modeling will not show the direct impact on river flow. Either of the two test wells can either be used for the test necessary to obtain the diversion permit and the determination of satisfactory results at one will qualify both for use in connection with this project. The inability to complete the test will delay the project and it is most unlikely to be completed any sooner than late in 2019, more likely the spring of 2020. Should wet conditions persist the DEEP will, in 2019, likely allow a wet season test which, together with the modeling already performed will be satisfactory to the DEEP if the results are acceptable. Mr. Good noted that the Authority can, without a diversion permit, draw down 50,000 gallons per day but given the size of the pond and the demands for water during hot weather it is probably an inadequate amount of water. Mr. Good discussed efforts to obtain permits required by the City of Norwich for the work which will be needed to be done in connection with this project. He distributed an agenda for the regular meeting of the Inland Wetlands Watercourses and Conservation Commission of the City of Norwich to be held on February 14, 2019 at 7:00 p.m. to consider this project, identified as No. 19-01, the agenda including input to the Inland Wetlands Commission from the city engineer and the assistant city planner. Mr. Good also presented sketches and plans showing the outline of the proposed pond including an embankment to protect against overflows onto the course and establishing an outlet through which water could be released as required. Mr. Good answered questions from members of the Authority. Adjournment A motion to adjourn the meeting was made at 6:20p.m. by Mr. Mereen, seconded by Mr. DiBattista, and approved unanimously.
