HARBOR MANAGEMENT COMMISSION MEETING The Harbor Management Commission Meeting of October 27, 2009 was held in the City Manager’s Office. Vice Chairman Richard Benoit acted as chairman in Mr. Aliano’s absence and called the meeting to order at 5:05 p.m. Attendance was as follows: MEMBERS PRESENT Alderman Pete Desaulniers Alan Bergren, City Manager Richard C. Benoit, Vice Chairman James Paulson MEMBERS ABSENT Ron Aliano, Chairman Alderman Mark Bettencourt Edward Seder OTHERS PRESENT Geoff Steadman, Harbor Management Consultant 2. Determination of Quorum It was determined a quorum was present. 3. Approval of Minutes A motion was made by Vice Chairman, Richard Benoit, seconded by Mr. Bergren, to accept the minutes dated August 25, 2009. All were in favor. 4. Citizen Comment-None at this time. 5. Correspondence At this time, a letter of immediate resignation dated October 20, 2009 from Chairman, Ron Aliano was read to the Commission. Mr. Bergren made a motion to accept the letter with deep regret and it was seconded by Alderman Desaulniers. All were in favor. 6. Harbor Master Report Geoff Steadman reported that the common dock to the right of the boat launch is in disrepair and teetering and could possibly be a liability. Mr. Bergren stated he would refer that issue to the Public Works Department. 7. Old Business A. Harbor Management Plan Update-Mr. Steadman Mr. Paulson stated he had spoken to the DEP and is almost ready to submit the proposed amendments of the plan for their review with the understanding that the C ommission needs their approval in time for the City Council to adopt the amendments prior to next years boating season. Mr Bergren asked for a possible time frame and Mr. Paulson stated by January 2010. B. City Pier/City Dock/Seawall Mr. Bergren stated that all is moving ahead as planned and the project should be finished by the end of the year. C. Yantic River Dredging Update Mr. Paulson gave a extensive outline of the DEP testing requirements and costs associated with the proposed Yantic River Dredging Project. The members were shown a site plan of the east channel side of the island. The members then discussed the possibility of checking into federal, local or community development for grants or any other possible funding associated with the project. 8. New Business Mr. Paulson informed the Commission he had attended The Connecticut Harbor Management Association Annual Banquet held September 24, 2009. He stated it was very informational as there were representatives from each towns harbor management. There was informal talk regarding the possibility or feasibility of DEP evaluating the harbor master program instead of the DOT. Mr. Paulson asked the Commissions input on a plaque that would be presented to Mr. Aliano from the Connecticut Harbor Management Association. All members liked the sample of the proposed plaque. There was a change to the date of service from 1991 to 1998. 9. Other Invoices for the month of August for Prime Electric in the amount of $1749.00 had not been paid as of yet. Mr. Bergren stated he will check on that with the finance department. 10.
