HARBOR MANAGEMENT COMMISSION MEETING
March 25, 2014

1. Call to Order-Chair JP Mereen called the meeting to order at 5:00 PM.
2. Determination of quorum: It was determined that a quorum was present.
3. Motion to discuss item "a" as number 3 on the agenda, B. Eyberse, 2nd P. Desaulniers,
motion carried.
a. Installation of harbor cam-Randy Black of NPU distributed a revised presentation
regarding installing a harbor camera review. They took a bucket truck and researched
different locations. Presentation will be attached to minutes. T. Braddock asked about
One Thames Plaza. R. Black expressed concern about the age of the building, Conduit
may not exist where it is needed and access to the building would be needed. P.
Desaulniers asked what the time frame is for completion of the installation project. There
is no definite time limit that this must be completed within so there is time to raise
additional money. T. Braddock thinks that the success of the fundraiser can be duplicated
this year and eventually funds will be raised. JP Mereen suggested looking for outside
grants.
4. Approval of Minutes-Minutes of February 25, 2014 meeting
Motion to approve minutes, T. Braddock, 2nd G. Martin, motion carried unanimously.

6. Correspondence
a. February budget report-motion to approve A. Bergren, 2nd T. Braddock, motion carried
unanimously.
7. Old Business
a. Harbor Cam installation- moved to number 3 on the agenda
b. River Trails map grant status-G. Steadman will be emailing the artist's rendition for
everyone to look at.
c. Fundraiser planning-JP Mereen will call the Moose Lodge to make sure they do not
still have the HMC reserving the premise. T. Braddock and P. Desaulniers met with the
new management of the marina restaurant. The tent will be free. They are working on the
menu and prices and then a date will be set. JP Mereen stressed that the silent auction will
be a large fundraiser and that needs to be well planned.
d. Rock the Docks-This is all arranged and has been paid for. There is a new addition
with the Friday afternoon gazebo acoustic music from 6-8PM. Motion for the HMC to
endorse this event, B. Eyberse, 2nd A. Bergren, discussion followed, motion carried
unanimously. At this time beer and wine sales will not be part of this event. The wrist
bands needs to be more closely monitored. A resolution will be sponsored by P.
Desaulniers and B. Eyberse. J. Martin would like to have the same liquor and food
sales that are available at Rock the Docks. JP Mereen is optimistic about the acoustic
shows, but would like to see how the two shows go and plan those additions for next
year. G. Martin's father memorial fund will be paying for the second concert in the
memory of his father.
e. Petition to the State-J. Brennan will contact OPM to find out where this is in the
legislative process.
f. Boat launch relocation funding-Two brownfield assessment grants have been applied
for. EPA assessment grant and the DECD State grant.
g. Downtown policing-nothing to report.

7. Harbor Master Report-M Valentine reported that there is less ice than last month. More boat
activity has been reported. The harbor seal was out last week. The marina restaurant is looking to
open on April 15th.
8. New Business-P. Davis is looking for a single member of the Harbor Management
Commission to work on the . He asked if T. Braddock could represent the HMC as he will
already be at the meetings for the RDA. T. Braddock agreed to be the representative and he will
contact Peter Davis for more details.
9. Other- G. Martin reported that Thayer's Marine is running a tournament this weekend with a
good payout. The entry fee is $25. They are also hosting an open house this weekend and it
would be a good idea if HMC members could stop in at come point this weekend.
10. Adjournment-Motion to adjourn, G. Martin, 2nd T. Braddock, meeting adjourned at 5:50PM.
