HARBOR MANAGEMENT COMMISSION MEETING April 22, 2014 MEMBERS PRESENT Alderman Pete Desaulniers Gerald Martin Alderman Bill Eyberse City Manager Alan H. Bergren H. Call to Order-A. Bergren called the meeting to order at 5:00 PM. Motion to elect as temporary Chair Pete Desaulniers, T. Braddock, 2nd A. Bergren, motion carried unanimously. 2. Determination of quorum: It was determined that a quorum was present. 3. Approval of Minutes-Minutes of March 25, 2014 meeting Motion to approve minutes, T. Braddock, 2nd A. Bergren, motion carried unanimously. 4. Citizen Comment None 5. Correspondence a. March budget report-motion to approve A. Bergren, 2nd T. Braddock, motion carried unanimously. b. Chamber Riverfest request-Motion to grant request, A. Bergren, 2nd T. Braddock, motion carried. 6. Old Business a. Harbor Cam installation-nothing new to report. b. River Trails map grant status-in progress. G. Steadman will have more to report at next month's meeting. Harbor Management April 22, 2014 p-2- c. Fundraiser planning-T. Braddock reported. T. Braddock has met with the new principal of the GBAR and he will be getting back to them with prices sometime in early May. He will stop in today to touch base with him. d. Rock the Docks-Nothing new to report. e. Petition to the State-Motion that the HMC forward written testimony to the State for the Public Hearing, A. Bergren, 2nd T. Braddock, motion carried unanimously. HMC members may attend the public hearing and speak in favor. The public hearing is scheduled for May 19, 2014 at 6:30PM at DEEP Phoenix Auditorium, 79 Elm St, Hartford. f. Boat launch relocation funding-Nothing new to report. It appears that there are two State agencies and the Governor behind this project. g. Downtown policing-Nothing new to report. 7. Harbor Master Report-There is increased activity on the water. There has been activity regarding illegal feeding of the birds that he has had to address. The no wake buoy has been re- located. J. Martin has heard from people that it is too far down and he would like to re-examine positioning it further up. T. Braddock asked if there was a GPS positioning for the original location of the buoy. P. DEsaulniers asked M. Valantine to report on the regulations surrounding no wake zone buoys 8. New Business-P. Desaulniers reported that the Fireworks Committee has requested that the HMC co-sponsor the fireworks. Motion to co-sponsor the fireworks with the Fireworks Committee, A. Bergren, 2nd T. Braddock, motion carried 4 yes, J. Martin abstained. No money will come from the HMC for this endeavor. 9. Other-T. Braddock reported that the Mayor has asked the Commission to convey information from the Commission for her strategic planning. Chairman to make contact with the Mayor to make sure she has all of the information she needs on HMC goals and priorities. 10. Adjournment-Motion to adjourn, A. Bergren, 2nd T. Braddock, meeting adjourned at 5:24PM.
