HARBOR MANAGEMENT COMMISSION MEETING MINUTES Tuesday, October 27, 2015 City Hall, Room 210, 5:00 PM MEMBERS PRESENT Richard Benoit Alderman Pete Desaulniers Alderman William Eyberse Gerald Martin JP Mereen OTHERS PRESENT Geoffrey Steadman – Consultant Melinda Wilson – Recording Secretary MEMBERS ABSENT Acting City Manager John Bilda H. Tucker Braddock Jr. 1. Call to Order: Chairman JP Mereen called the meeting to order at 5:00 PM. 2. Determination of Quorum: It was determined a quorum was present. 3. Approval of Minutes, September 22, 2015: Motion to accept as submitted Dick Benoit, seconded by Bill Eyberse , motion carried unanimously. 4. Correspondence: The September budget report was reviewed. Geoff is working on an updated invoice. 5. Harbor Master Report: M. Valentine was not present. 6. New Business: a. Application Review: This will be done when the Harbor Management Commission is contacted to review it. b. Harbor Management Plan Review: Geoff Steadman reported he has taken aerial photos of the harbor and other areas of the City. He will email them to the Commission members. Geoff reported he spoke to the DEEP about the dredging of the Yantic River. The proposed idea of using the dredge material as the cap material for NPU’s plans on Hollyhock Island, as they reconstruct the landfill, will require a site redesign. Harbor Management Commission, October 27, 2015  c. 2016 Meeting Schedule: The Commission discussed the 2016 schedule. On a motion by Pete Desaulniers, seconded by Dick Benoit, the Commission unanimously decided to continue meeting on the fourth Tuesday of each month throughout the year at 5 PM in Room 210. 7. Old Business: a. Harbor Cam Installation: According to JP, there are no updates on the Harbor Cam. b. Downtown Policing: JP reported there is no update on Downtown Policing. c. CT Port Authority: Geoff reported that Mr. Salvatore got a memo stating that as of July 1, 2016 all dredging permits will go through the Port Authority. d. Kayak Trail Map Sign Installation: JP met with Angelo Yeitz of the Norwich Department of Public Works. He will tell Angelo to put the sign on the left hand side of the boat launch. 8. Citizen Comment: None 9. Other: Geoff reported on the Long Term Sewer Plan. Comments are due December 4th. There have been recommendations made on combined sewer areas within Norwich. Norwich is one of six communities in CT with combined sewer overflows (CSO). According to Dick, outlying areas such as Taftville are already done. The Commission would like to talk with NPU about the report. Melinda will invite NPU’s Mike LaLima to make a brief presentation at the November Harbor Management Commission meeting. He will be asked to bring the plans to the meeting. The Commission is interested in writing a letter of support for the plan. 10.
