HARBOR MANAGEMENT COMMISSION MEETING MINUTES
Tuesday, November 24, 2015

1. Call to Order: Chairman JP Mereen called the meeting to order at 5:01 PM.
2. Determination of Quorum: It was determined a quorum was present.
3. Approval of Minutes, October 27, 2015:
Motion to accept as submitted by Gerry Martin, seconded by Bill Eyberse , motion carried
unanimously.
4. Correspondence:
The October budget report was reviewed. Geoff is working on an updated invoice which he will
submit after Thanksgiving.
5. Harbor Master Report:
M. Valentine was not present.
6. New Business:
a. Mike LaLima, NPU Sewer Plan
Mike LaLima of Norwich Public Utilities presented information on the sewer plan which was
submitted in 2012. EPA Policy says that Norwich must separate the CSOs within twenty years.
The majority of the work must be done in Greeneville, Thamesville and Laurel Hill. NPU would
like to start the project once the treatment plant is built. After review, the Commission agreed
the sewer plan is consistent with the Harbor Management Plan to improve water quality. On a
motion by Tucker Braddock, seconded by Bill Eyberse, the Commission unanimously voted to

have Geoff Steadman will write a letter to DEEP in support of the sewer plan on behalf of the
Harbor Management Commission.
Mike offered to give the Commission members tours of the treatment plant and review the
plans for the new plant. Mike left the meeting at 5:26 PM.
7. Old Business:
a. Yantic River Dredging: Mike LaLima had pointed out earlier in the meeting that the dredging
was not part of the overall permitting plan for the new treatment plant.
b. Downtown Policing: Sgt. Peter Camp expressed gratitude to JP Mereen for years of dedicated
service to the Harbor Management Commission and the City.
c. CT Port Authority: Geoff reported that as a quasi-state agency, the Port Authority still does
not have procedures in place for small harbors, such as Norwich’s.
d. Kayak Trail Map Sign Installation: JP will tell Angelo Yeitz of the Norwich Department of
Public Works to put the sign on the left hand side of the boat launch.
e. Harbor Cam Installation: JP noted the importance of the harbor cam and hopes the newly
elected HMC members, including many of the existing members, can follow through with the
project.
f. Harbor Management Plan Review
Geoff reviewed his aerial photos of the harbor and handed copies to all attendees. He can
continue his work for the new HMC. JP expressed his hope that Geoff continues with the HMC.

10. Adjournment:
On a motion to adjourn by Tucker Braddock, seconded by Bill Eyberse, the HMC meeting
adjourned at 5:48 PM.
