HARBOR MANAGEMENT COMMISSION MEETING MINUTES Tuesday, August 23, 2022, 5:00 PM Norwich City Hall, Room 319 MEMBERS PRESENT: Chair Tucker Braddock, Treasurer Michael Gualtieri, Alderman Derell Wilson, Mark Sicuso, Alderman Grant Neuendorf, Michael Aliano, David Bishop, Sofia LeWitt OTHERS PRESENT: Recording Secretary Kaitlyn Griffiths MEMBERS ABSENT: John Salomone CITIZENS PRESENT: None 1. Call to Order: Chair Tucker Braddock called the meeting to order at 5:01 PM. 2. Determination of Quorum: It was determined a quorum was present. 3. Approval of Minutes: On motion by Michael Gualtieri, seconded by Alderman Derell Wilson, the July 26, 2022, meeting minutes of the Harbor Management Commission (HMC) were unanimously approved as presented. 4. Harbor Master Report: Chair Tucker Braddock reports everything is good, reiterates that the “Lucky Lady” has been removed along with another boat, nothing more to report. 5. Correspondence: Chair Tucker Braddock reports on behalf of Geoff Steadman, CT Port Authority had their meeting last Monday (August 16th) and has approved both Harbor Management applications submitted. One application for the additional expense to repair and replace the docks and pilings located at Howard T. Brown Park, the final revised total is $1,041,888.00 of which the city is responsible for 20%. A separate $45,000.00 application to study the cost to improve the jetty extending from the Heritage Park Walkway has also been approved at no cost to the city. Chair Braddock reports that according to Mr. Salvatore of the State Port Authority, the approved applications will now be forwarded to the State Bonding Commission for funding this October. Chair Braddock reports on behalf of Geoff Steadman that a meeting is being scheduled to include 2 DEEP members, Mr. Salvatore, and Mr. Steadman to discuss the Harbor Management Plan (HMP). Anyone able to attend is encouraged to do so. Chair Braddock reports that council has voted on the establishment of a Historic District, consisting of 11 buildings in the floodway area, that should help with future investment. Sofia LeWitt enters meeting. 6. Financial Report: Michael Gualtieri reviewed the revenue, expenses, and balances of the July 1st – 31st 2022 report. Mr. Gualtieri reports the $75.40 expenditure of the data line is for the Harbor Management Commission’s share of the camera. Mr. Gualtieri also reports the $80.00 expenditure of professional services for Harbor Management Commission is for recording secretary fees. On a motion by Alderman Derell Wilson, seconded by Michael Aliano, the July 2022 Financial Report was unanimously accepted by roll call vote. 7. New Business: a) Site for Rowing Shells: Chairman Braddock has nothing new to report, the rowing shells are still at Mohegan Park and the City does not currently own land to place them. b) Purchasing Agent putting Request for Proposal for Docks and Overview: Chair Braddock restates as discussed earlier in this meeting, HMC is currently waiting for bonding approval before Request for Proposal can be issued. c) Clock Tower: Chair Braddock had heard of the possibility that a Clock Tower installation within town. Alderman Grant Neuendorf states that the city commissions is still in the establishment of plans for it and that it was mentioned of having it placed in Howard T. Brown Park. This would have to go through multiple city commissions, including HMC, when the design and placement has been established. d) Meeting Schedule for New Year: Meeting schedule of dates and times were presented for the new year 2023. On motion by Alderman Derell Wilson, seconded by Michael Aliano, the schedule was unanimously accepted by roll call vote. 8. Old Business: a) CT Port Authority: Chair Braddock restates, as discussed in this meeting earlier, that the HMC is waiting for the bonding approval. Nothing more to report currently. b) Resolution for the City Council- Letter Response: Chair Braddock, along with other members couldn’t quite recall the specifics of this, decided to table and bring back up when details are determined. 9. Citizen Comment: None 10. Other: Alderman Derell Wilson asked if the citizen comments from July 26,2022 were resolved, Chair Braddock confirmed that Co Par has resolved their concerns. David Bishop offered to design and draft a new project to be presented to HMC on a property within the city. More details to come regarding possibility of location, plan, and design. 11. Adjournment: On a motion to adjourn by Alderman Derell Wilson, seconded by Michael Aliano, the Harbor Management Commission meeting adjourned at 5:36PM.
