HARBOR MANAGEMENT COMMISSION MEETING MINUTES
Tuesday, September 27, 2022, 5:00 PM

MEMBERS PRESENT: Chair Tucker Braddock, Treasurer Michael Gualtieri, Mark Sicuso,
Alderman Grant Neuendorf, Michael Aliano, David Bishop
OTHERS PRESENT: Coastal Area Planning Consultant Geoff Steadman, Recording Secretary
Kaitlyn Griffiths
MEMBERS ABSENT: John Salomone, Alderman Derell Wilson, Sofia LeWitt
CITIZENS PRESENT: None
1. Call to Order: Chair Tucker Braddock called the meeting to order at 5:03 PM.
2. Determination of Quorum: It was determined a quorum was present.
3. Approval of Minutes: On motion by Michael Gualtieri, seconded by Michael Aliano, the
August 23, 2022, meeting minutes of the Harbor Management Commission (HMC) were
unanimously approved as presented.
4. Harbor Master Report: On behalf of Harbor Master Richard Thayer, Chair Tucker Braddock
has nothing new to report.
5. Correspondence: Nothing to report.
6. Financial Report: Michael Gualtieri reviewed the revenue, expenses, and balances of the
August 1st – 31st 2022 report. Mr. Gualtieri reports the $75.40 expenditure of the data line is for
the Harbor Management Commission’s share of the camera. Mr. Gualtieri also reports the
$80.00 expenditure of professional services for Harbor Management Commission is for
recording secretary fees.
On a motion by Michael Aliano, seconded by David Bishop, the August 2022 Financial Report
was unanimously accepted by roll call vote.
7. New Business:
a) Clock Tower at Howard T. Brown Park: Chair Braddock asked for any more details on the
possible Clock Tower. Alderman Grant Neuendorf states that there is no further information to
report.
8. Old Business:
a) Rowing Shells: Chair Braddock says there’s nothing new to report currently.
b) Bond Commission – Purchasing Agent; RPF for Docks Howard Brown: Chair Braddock
reiterates that both SHIPP grant applications are awaiting state bonding approval.
9. Citizen Comment: None
10. Other: Michael Gualtieri reports that our Purchasing Agent-Robert Castronova has advised
the Commission that he has received the general permit for the replacement and repair of the
Howard T. Brown Park dock pilings from the Department of the Navy - Army Corps. of
Engineers.
Commission Consultant Geoff Steadman reiterates to the commission members that CT Port
Authority is encouraging the Commission to apply for any new funding grant as soon as
possible.
Chair Braddock has been informed by former Mayor Ben Lathrop that he is in possession of
rowing Shells from a prior City rowing club and would like to donate them to the City.
Discussion ensued about a proper location to store them.
David Bishop presented a vision to the Commission on the development of the New Wharf
property after discussing with the Director of Planning and Neighborhood Services – Deana
Rhodes. Deanna advised David that there are restrictions to new construction and limitations on
existing construction when developing within a flood plain. This will be discussed in the future
as David gathers more details.
11. Adjournment: On a motion to adjourn by Michael Aliano, seconded by Michael Gualtieri, the
Harbor Management Commission meeting adjourned at 5:21PM.
