HARBOR MANAGEMENT COMMISSION MEETING MINUTES Tuesday, October 25, 2022, 5:00 PM Hybrid Meeting Norwich City Hall, Room 319/ Turbo Bridge MEMBERS PRESENT: Chair Tucker Braddock, Treasurer Michael Gualtieri, Sofia LeWitt, Alderman Grant Neuendorf, Michael Aliano, David Bishop, Alderman Derell Wilson OTHERS PRESENT: Coastal Area Planning Consultant Geoff Steadman(via phone), Recording Secretary Kaitlyn Griffiths MEMBERS ABSENT: John Salomone, Mark Sicuso CITIZENS PRESENT: None 1. Call to Order: Chair Tucker Braddock called the meeting to order at 5:07 PM. 2. Determination of Quorum: It was determined a quorum was present. 3. Approval of Minutes: Treasurer Michael Gualtieri pointed out a misspell in September meeting minutes, 8. (a – should read “Bond Commission- Purchasing Agent; RFP for Docks Howard Brown Park:”. On motion by Alderman Derell Wilson, seconded by Michael Aliano, the September 27, 2022, meeting minutes of the Harbor Management Commission (HMC) were unanimously approved as presented with the above changes. 4. Harbor Master Report: On behalf of Harbor Master Richard Thayer, Chair Tucker Braddock has nothing new to report. 5. Correspondence: Nothing to report. 6. Financial Report: Michael Gualtieri reviewed the revenue, expenses, and balances of the September 1st – 30th 2022 report. Mr. Gualtieri reports the expenditure for the Harbor Management Commission’s share of the camera will be double next month. Mr. Gualtieri also reports the expenditure of professional services for Harbor Management Commission; recording secretary fees will be double next month. Both expenditures were not charged in September’s Report. On a motion by Alderman Derell Wilson, seconded by Michael Aliano, the September 2022 Financial Report was unanimously accepted by roll call vote. 7. New Business: a) CT Port Authority- Bond Sale Changed: Chair Braddock reiterates that both SHIPP grant applications are awaiting state bonding approval. The original Bond Commission meeting in October has now changed to December 9th 2022, at which time funding of the SHIPP grants will be approved. b) Decision – Susan Cohen vs DEEP: Consultant Geoff Steadman first refreshed HMC of the basic details of court case of Susan Cohen vs DEEP. Mr. Steadman continued with details of the case through Supreme Court and the current ruling. Further discussion pursued, HMC was informed that the case now lies with Greenwich,CT on an appeal for the ruling. Mr. Steadman stated he would be attending the appeal case after this current HMC meeting and would inform the HMC what was decided and how it affects commissions moving forward. c) Consultant Bill- Geoff Steadman: Chair Braddock presented the billing statement for Consultant Geoff Steadman from January 1st – August 31st, 2022. Mr. Steadman stated the breakdown of services rendered and the overall total. Subtotal breakdowns are as follows; SHIPP Plan Grant $1,500.00, SHIPP Brown Park Grant $2,362.50, Other HMC Business $2,887.50 – Grand Total $6,750.00. On a motion by Michael Gualtieri, seconded by Michael Aliano, to pay Consultant Geoff Steadman the billing statement totaling $6,750.00 for services rendered was unanimously approved by roll call vote. 8. Old Business: a) Rowing Shells: Chair Braddock reiterates that there is still no land that is municipality owned to store the shells and there’s nothing new to report. b) Harbor Management Plan: Chair Braddock reiterates that both SHIPP grant applications are awaiting state bonding approval and that until there’s a decision made for the appeal case by Greenwich CT (regarding Susan Cohen vs DEEP) we are paused in discussion. 9. Citizen Comment: None 10. Other: None 11. Adjournment: On a motion to adjourn by Michael Aliano, seconded by Alderman Derell Wilson, the Harbor Management Commission meeting adjourned at 5:34PM.
