HARBOR MANAGEMENT COMMISSION MEETING MINUTES
Tuesday, April 25, 2022, 5:00 PM
Norwich City Hall, Room 319, Turbo Bridge
MEMBERS PRESENT: Michael Aliano, City Treasurer Michael Gualtieri,
Alderman Grant Neuendorf, David Bishop, Sofia LeWitt
OTHERS PRESENT: Coastal Area Planning Consultant Geoff Steadman (via Turbo Bridge),
Mark Sicuso (via Turbo Bridge)
MEMBERS ABSENT: Chair Tucker Braddock, John Salomone
CITIZENS PRESENT: Lisa Simmons, Gregory Page
1.Call to Order: Michael Aliano called the meeting to order at 5:04 PM.
2. Determination of Quorum: It was determined a quorum was present.
3. Approval of Minutes: On a motion by Michael Gualtieri, seconded by Mark Sicuso, the March
28, 2023, meeting minutes of the Harbor Management Commission (HMC) were unanimously
approved as presented.
4. Harbor Master Report: Nothing to report.
5. Correspondence: Nothing to report.
6. Financial Report: Michael Gualtieri reviewed the revenue, expenses, and balances of the
March 1st – 31st 2023 report. Mr. Gualtieri reports the $75.40 expenditure of the data line is for
the Harbor Management Commission’s share of the harborcam.
On a motion by Mark Sicuso, seconded by David Bishop, the March 2023 Financial Report was
unanimously accepted by roll call vote.
7. New Business:
a) Sinking Boat- Thames River: Michael Aliano states that the first boat has been removed and
taken care of. Mr. Aliano also states that the second boat has been moved further down the river,
believed to be on railroad property still. Michael Aliano will be reaching out to the railroad
company for further information.
b) Consultant- Geoff Steadman: Consultant Geoff Steadman stated that in regard to the Howard
T. Brown Park dock replacement grant, Purchasing Agent – Robert Castronova is holding a pre-
bid conference on May 3, 2023, 10:00AM at the park. Race Engineering is assisting with needed
materials and questions for prospective bidders. The $45,000.00 Heritage Walkway grant for
walkway design and engineering is being put out for bid.
Mr. Steadman also stated that Harbor Management Commission recommendations will
hopefully be considered by DEEP on grant applications. This process has been ongoing, and
DEEP is working with the City of Stamford about making a clear provision. He will inform the
Commission as details arise.
c) Income Sources for HMC: HMC members have decided to table this discussion until the next
meeting.
8. Old Business: Michael Gualtieri asks about how the Amistad access fee had been worked out.
Mr. Aliano stated that the fee was given at a discounted rate from the Joyals, and everything
went smoothly. The Amistad will be there until the end of the week.
9. Citizen Comment: Gregory Page asked if the City’s water taxi is still operating. It was stated
that due to upkeep and licensing it is not currently in use. Mr. Page also asked about brownfield
dollars and the use of them. Without knowing the specific site in question, HMC is not able to
clarify but states there are multiple projects that beneficially use brownfield dollars. Mr. Page
stated concerns about the removal of the sinking boat, in which HMC addressed those concerns
but confirmed it was removed. Mr. Page suggests ideas for local residents helping in future
events.
Lisa Simmons states concerns about any debris left and placement of the sinking boat. Mr.
Aliano states that he will investigate the concerns and will report back at the next meeting. Ms.
Simmons also thanks the Commission for her presence at this meeting and is appreciative of
how citizens are allowed to participate in all the meetings.
10. Other: None
11. Adjournment: On a motion to adjourn by David Bishop, seconded by Michael Gualtieri, the
Harbor Management Commission meeting adjourned at 5:26PM.
