HARBOR MANAGEMENT COMMISSION MEETING MINUTES SPECIAL MEETING Thursday, April 4, 2024, 5:00 PM Norwich City Hall, Room 319, In Person/ Turbo Bridge MEMBERS PRESENT: Chair Tucker Braddock, Michael Gualtieri, Stacy Gould, Mark Bettencourt, David Bishop, Mark Sicuso (via Turbo Bridge), John Salomone (via Turbo Bridge), Kevin Brown (via Turbo Bridge) OTHERS PRESENT: Coastal Area Planning Consultant Geoff Steadman (via Turbo Bridge), Kaitlyn Griffiths Recording Secretary MEMBERS ABSENT: None CITIZENS PRESENT: None 1.Call to Order: Chair Tucker Braddock called the meeting to order at 5:01 PM. 2. Determination of Quorum: It was determined a quorum was present. 3. Additional Funding for Howard T. Brown Park : Chair Tucker Braddock states that the docks have come out nicely and encourages everyone to check them out. He restates the possibility of applying for funds to add the right-hand docks, which were in the original design but not completed due to funds available. HMC members discussed what is needed to go forward for applying with a new grant application to cover cost. On a motion by Michael Gualtieri, seconded by Mark Bettencourt, HMC will first pursue an estimate of probable costs for the additional dock replacement and to seek funding with the city was unanimously accepted by roll call vote. 4. Meetings Regarding Grant Application Completion: Chair Tucker Braddock restates that RACE has a design for the Heritage Trail Walkway, it includes the bump out considered taking back 3 feet, maintenance costs, railings, apron off the main platform, a solid concrete slab with the big rocks as aesthetic purposes. Mr. Steadman talked about possibly asking for additional funds for permitting costs using the new round of Grant Applications due by July 1st 2024. HMC members discussed what can be done regarding additional meetings to finish any applications within the deadline of the current round of applications. HMC members decided special meetings may be warranted when needed at this time. A suggestion for a draft application was discussed from RACE to DEEP, not as a full permit application, with a full description of the Heritage Trail Walkway project. Chair Tucker Braddock and Geoff Steadman will first investigate if there are any monies left from the scope of work already done by RACE for design and permitting. All information obtained will be presented at the next meeting. 11. Adjournment: On a motion to adjourn by Mark Bettencourt, seconded by Stacy Gould the Harbor Management Commission meeting adjourned at 5:26PM.
