DRAFT HISTORIC DISTRICT COMMISSION, NORWICH, CONNECTICUT 18 June 2009 The regular meeting off the Norwich Historic District Commission was held on 18 June 2009 in Room 319, Norwich City Hall at 5 p.m. Members Present: Malcolm Edgar, Chairman Desiree Champagne Judith Hamblen Gideon Lowenstein Members Absent: Marco Middleton Cort Murphy Nancy O’Neil I. HEARING – COA # 267 Anne G. Sharples 25 Scotland Road Ms Sharples presented plans, photos and drawings of the proposal to expand the kitchen. A section of the wall at the rear of the house will be extended outward and the two nine over six windows restored and reused. The resulting expansion will be mostly invisible from the street II. REGULAR MEETING A. COA # 267 was approved by unanimous vote. B. The minutes of the May meeting were approved as presented. C. Chairman’s Report 1. Chairman Edgar was contacted by Patrick Coleman regarding the possible demolition of the East Great Plains firehouse in preparation for a replacement structure. The present building was constructed in stages in the 1940s through the 1970s. It is not within a historic district nor has it been cited by either the state or federal government as a historic structure. A letter will be sent to Mr. Coleman indicating the lack of interest on the part of this commission regarding this demolition.  2. The Chair reminded members that there are no scheduled meetings in July or August. 3. Edgar contacted Dr. Robert Crootof encouraging him to pursue efforts to obtain a grant through the Connecticut Commission on Culture and Tourism to complete the photographic inventory of the two historic districts. Crootof will contact Mary Dunne. C. Old Business 1. The Chair will make sure the city website edition of the revised Rules and Regulations is no longer designated as a draft, but rather as approved. Two hundred copies of the revised Rules and Regulations will be ordered. 2. There has still been no contact with Gregory Mann at 116 Union Street but efforts continue. 3. The City Council has yet to take action on the appointment of Pam Muccilli to the Historic District Commission. 4. Re. COA #259 – the new structure at 27 West Town Street is almost complete. It was requested that Edgar and Lowenstein visit the site to ensure compliance with the approved application, particularly regarding window treatment and siding materials. D. New Business None E.
